59 <br /> <br />but this did not address all large vehicles and it was <br />staff's recommendation that restricted trucks be those over <br />7,000 registered empty weight. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Barbara Elias of 910 Druid Avenue and President of <br />the Belmont Neighborhood Association, noted concern with the <br />lack of in-depth study of the proposal generally and with the <br />clause in the ordinance which would require trucks to use the <br />shortest route to return to truck routes. Ms. Elias <br />recommended through truck traffic be restricted in those <br />neighborhoods needing immediate relief and that staff conduct <br />a study of City-wide needs. <br /> <br /> Mr. Jim Herndon of 315 Meade Avenue, requested that <br />additional study be done to determine the effect and <br />consequences of truck routes on neighborhoods, specifically <br />on the route proposed for Meade Avenue. <br /> <br /> Mso Wanda ~Wolf of 2730 Jefferson Park Avenue, noted <br />concern that the competition issue would be more important <br />with the safety concerns. <br /> <br /> Mr. Presley Thach of Security-Storage and Van Lines on <br />Market Street, listed the following concerns: inadequate <br />notification of the public hearing; exclusion of ~certain <br />issues in the ordinance such as regulations regarding trucks <br />returning to their business locations; the 7,500 gross weight <br />may only relate to the truck frame; the most direct route may <br />be unsafe; and the inadequacy of only 14 designated truck <br />routes city-wide. Mr. Thatch recommended that the matter be <br />delayed in order to conduct an in-depth study and give better <br />notification, that the format of the ordinance be changed to <br />list restricted truCk routes rather than city-wide routes; <br />and that variances be allowed for trucks returning to <br />businesses or for lunch breaks. <br /> <br /> Mr. Robert Marshall of 339 Meade Avenue presented <br />Council with a petition of residents opposed to designating <br />Meade Avenue as a truck route. ~ ~ <br /> <br /> Ms. Linda Marshall of 337 Meade Avenue questioned <br />whether the location of Meade Park was taken into <br />consideration when Meade Avenue was recommended as a truck <br />route. <br /> <br /> Mr. Bob Colley of 1613 Trailridge Road and owner of a <br />business with trucks, commended the staff for meeting with <br />representatives of the trucking industry and recommended that <br />additional truck routes be added if ~the recommended weight <br />limit is used. Mr. Colley also indicate~d that h.e felt <br />existing roads should be ~expanded and new roads added, such <br />as the Meadowcreek Parkway, to deal with increased traffic. <br /> <br /> Mr. Sam Westbrook of 1201 Belleview Avenue, stated that <br />he supported removing truck traffic from neighborhood streets <br />but felt that the city-wide ordinance needed additional <br />study. <br /> <br /> Ms. Betty Black of 1012 Park Street, stated that she <br />represented residents of North Avenue, WatsonAvenue and <br />Davis Avenue and was disappointed that the south bound lane <br />of Park Street had been designated a truck route. <br /> <br /> Mr. Hank Battle of 1006 Park Street, stated that there <br />was too great a volume of traffic and trucks on Park Street. <br /> <br /> Mr. Charles Mizet of 314 Meade Avenue, stated that he <br />opposed designation of Meade Avenue as a truck route because <br />of the location of the playground. <br /> <br />Mr, Doug Key of 919 Rougemont Avenue requested that the <br /> <br /> <br />
