62 <br /> <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that such funds, totalling <br />$9,711.54, be and are hereby appropriated to police <br />investigation expenditure account 05-270-041110-55103. <br /> <br />APPROPRIATION: $10,160 - INDEPENDENT LIVING INITIATIVES <br /> <br /> Mr. Hendrix stated that the appropriation was a donation <br />from the Trearne Foundation to the Department of Social <br />Services for continuation of the Independent Living <br />Initiatives Program which helps foster care children learn to <br />live independently. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />$10,160 appropriation for the Independent Living Initiatives <br />Program was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $4,000 - DENTURE PROGRAM <br /> <br /> Mr. Hendrix stated that the appropriation was a donation <br />to the Department of Social Services to provide dentures for <br />persons not eligible to receive Medicare. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />$4,000 appropriation for the Denture Program was offered and <br />carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $1,279.25.- DONATION TO RIVERVIEW PARK <br /> <br /> Mr. Hendrix stated that the appropriation was a donation <br /> from the Board of Realtors for the development of Riverview <br /> Park. .~ <br /> <br /> On motion by Mr, Towe, seconded by Mr. Vandever, the <br />$1,279.25 appropriation was offered and~carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: APPROVING CSX MASTER PLAN <br /> <br /> Mr. Hendrix stated that following a work session and <br /> joint~public hearing with Council, the Planning Commission <br /> recommended that the Land Use Concept~for the CSX Property be <br /> adopted. The Land Use areas are as follows: mixed uses <br /> between 9th and 10th Streets at East market Street to Water <br /> Street extended; a "medical mall" area east of 10th Street <br /> between East Market-and Water Street extended; industrial <br /> uses along the eastern stem of the~CSX property to Carlton <br /> Road north of the CSX tracks; and~single family residential <br /> with public recreation space on the land south of the CSX <br /> track in north Belmont, Mr. Hendrix recommended that a <br /> process be established for approval of proposed projects by <br /> the Charlottesville Industrial Development Authority and City <br /> Council. Mr, Hendrix recommended that all proposals for <br /> development of the property be discussed with the Authority <br /> and recommended to Council. ~ <br /> <br /> Responding to a question from Mr. Vandever, Mr. Hendrix <br />stated that the Authority has legal rights to the CSX <br />property, but would undoubtedly abide by Council's <br />recommendations. <br /> <br /> Mr. Buck recommended that the urban design regulations <br />proposed by the consultant for the property be sharpened and <br />better defined. Mr. Buck continued that he would not favor <br />the property being developed piecemeal. <br /> <br /> Mr. Hendrix stated that the land proposed for the <br />"signature" building would not be available for ~18 months to <br />two years due to the replacement Parking for the Water Street <br />parking garage. <br /> <br /> <br />
