71 <br /> <br /> Mr. Hendrix stated that the~Jefferson park Avenue Bridge <br />over the railroad tracks has been determined to be deficient <br />and to have a limited life and the resolution was required in <br />order to have the Department of T~ansportation begin to look <br />into the matter. Mr. Hendrix stated that Council will have <br />the opportunity to review schedules and designs of the <br />replacement bridge. <br /> <br /> On motion by Mr. Towe, seconded by Mr. VandeVer, the <br />resolution requesting the Virginia Department of <br />Transportation to replace the Jefferson Park Avenue bridge <br />over the railroad tracks was unanimously approved by Council. <br /> <br /> WHEREAS, the Jefferson park Avenue Bridge over the <br />Norfolk-Southern Railroad has previously been identified to <br />be deficient and a weight limit of !0 tons has been posted; <br />and <br /> <br /> WHEREAS, this weight limit is an inconvenience to <br />providing essential City services to the surrounding <br />neighborhoodl and <br /> <br /> WHEREAS, a recent inspection of the bridge estimated its <br />remaining useful life at 2 to_4_years; and <br /> <br /> WHEREAS, the estimated time for the VDOT to design and <br />construct a replacement bridge is in excess of two (2) years; <br />now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the Virginia Department of <br />Transportation (VDOT) is hereby requested to replace the <br />Jefferson Park Avenue Bridge over the Norfolk-Southern <br />Railroad; and <br /> <br /> BE IT FURTHER RESOLVED that VDOT is requested to do <br />everything reasonably possible to expedite replacement of <br />this bridge in view of the circumstances described herein. <br /> <br />RESOLUTION: AUTHORIZING APPLICATION FOR MCINTIRE PARK ACCESS ROAD <br />FUNDS <br /> <br /> Mr. Hendrix stated that the City has become eligible to <br />receive up to $250,000 in access funds for a new entrance to <br />McIntire Park and the resolution will authorize the CitY to <br />apply for the funds. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution authorizing application for McIntire Park access <br />road funds was unanimously approved by Council. <br /> <br /> WHEREAS, the McIntire Park i~ owned and is to be <br />redeveloped by'the City of Charlottesville as a regional <br />recreation facility serving the residents of the City of <br />Charlottesville and the surrounding area; and · <br /> <br /> WHEREAS, the facility is in need of adequate acceSs; and <br /> <br /> WHEREAS, adequate access can be provided by the <br />improvement of the intersection of U. S. 250 Bypass and Rugby <br />Avenue, the Construction of RUgby RO~ad entrance into the <br />park; and construCtion of the park road to the VisitOr's <br />center ~tocated J.n the central part of the park; and <br /> <br /> WHEREAS, all right-of-Way and utility costs neceSsary <br />fOr the access road construction will be provided bY.the City <br />of Charlottesville at no Cost to the state; and <br /> <br /> WHEREAs, the procedure governing ithe allocation of <br />recreational access funds set forth in virginia Code Section <br />33,1-223, as amended, requires joint action by the Director <br />of Conservation and Recreation and the Commonwealth <br /> <br /> <br />
