73 <br /> <br />SECTIONS 16-56.2 AND 16-56.3 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, TO EXPAND THE BOUNDARIES <br />OF PERMIT PARKING ZONE 2" was offered and carried over to the <br />next meeting. <br /> <br />ORDINANCE: PENALTIES FORVIOLATIONS~OF SEWERAGE DISPOSAL <br />REGULATIONS <br /> <br /> Mr. Hendrix explained that the ordinance woul'd provide <br />penalties for violation of sewerage disposal regulations. <br />Mr. Hendrix stated that Albemarle County will be asked to <br />adopt similar penalties. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. ~Towe, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 24-11 OF ARTICLE I OF CHAPTER 24 OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO <br />VIOLATIONS OF SEWERAGE DISPOSAL REGULATIONS" was offered and <br />carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards requested that information regarding the <br />number of traffic citations issued on Jefferson Park Avenue <br />and Harris Road be provided to Council. <br /> <br /> Referring to a recommendation from the staff regarding a <br />stop sign at the corner of Jefferson Park Avenue/Camilla and <br />Harris Road, Mr. Vandever asked what safety problems the <br />staff felt existed with installing a stop sign without making <br />other changes. <br /> <br /> Mr. Hendrix stated that the staff's objection to this <br /> option was based on the fact that the sign would be placed on <br />~a curve and motorists may not understand the reason for the <br /> place and may as a result ignore the sign, and others may <br /> stop quickly and speed away, thereby creating other problems. <br /> <br /> Mr. Vandever stated that he felt the existing problem in <br />the area warranted the installation of a stop sign, but he <br />did not feel competent to determine which was the best <br />option. <br /> <br /> Ms. Waters recommended that staff meet with all the <br />affected neighbors to make sure they are in agreement about <br />wanting the stop signs and to get their reactions to the <br />proposed sidewalks and easements necessary for some of the <br />options. <br /> <br /> Mr. Hendrix noted that the improvements would have to <br />fit into the Public Works schedule and would not be completed <br />until late summer or early fall. <br /> <br /> Mr. Towe made a motion to adopt a resolution in support <br />of a constitutional amendment prohibiting burning of the <br />American flag. Mr. Towe stated that he felt it was <br />particularly appropriate to adopt the resolution on the <br />eve of the Fourth of July and at the home of Thomas <br />Jefferson. Mr. Buck stated that he would second the motion <br />for discussion purposes. <br /> <br /> Mr. Vandever stated that while he has respect for the <br />American flag he felt that the strength of our system is the <br />fact that a wide range of opinions and beliefs are tolerated. <br /> <br /> Mr. Buck stated that he felt such a constitutional <br />amendment could be seen as a constraint on personal views <br />and that the country's tolerance of dissent is part of its <br />greatness. <br /> <br /> <br />
