Edwards, seconded by Mr. Towe, the <br />resolution authorizing the Mayor to sign sewer line easement <br />and additional easements for Rivanna Park was unanimously <br />approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the Mayor is~hereby authorized to <br />execute on behalf of the City an easement deed dated July 13, <br />1989 between the City, the County of Albemarle and the <br />Albemarle County Service Authority, granting the Service <br />Authority a sanitary sewer~line easement across Rivanna Park <br />property. <br /> <br /> BE IT FURTHER RESOLVED that the May or is authorized to <br />execute on behalf of the City all other documents required by <br />the Virginia Department of Transportation for the completion <br />of the Rivanna Park Access Road, including, but not limited <br />to, instruments allowing re-recordation of a plat showing <br />sight and drainage easements. <br /> <br /> Copies of such documents shall be kept on file with the <br />minutes of the Councilpmeeting at which this resolution was <br />adopted. <br /> <br />RESOLUTION: APPROVING HEDGE STREET BETWEEN PARK STREET AND PARK <br />PLAZA AS RESTRICTED PARKING BLOCK <br /> <br /> Mr. O'Connell stated that the block~of Hedge Street <br />between Park Street and Park Plaza was included in permit <br />parking zone 4 and had met all necessary requirements for <br />restricted parking. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution approving Hedge Street between Park Street and <br />Park Plaza as a restricted parking block was unanimously <br />approved~ by Council. <br /> <br /> WHEREAS, certain residents of Hedge Street have <br />requested that City Council designate Hedge Street from Park <br />Street to Park Plaza as ~a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit'parking <br />regulations, the City Traffic Engineer has conducted the on <br />street parking surveys and mailed notice to all residents of <br />the affected.area that Council will consider designating such <br />area as a restricted~parking bt~ock; ~and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in ~the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block <br />were occupied by commuter vehicles; and <br /> <br /> WHEREAS, Council has considered: <br /> <br /> (a) the purpose and intent of the permit parking <br /> ordinance and regulations; <br /> <br />(b) <br /> <br />the alternate means of transportatiOn, if any, <br />to and from the restricted parking block being <br />established; <br /> <br />(c) the adverse impact that restricting parking in <br /> such block might have on nearby neighborhoods <br /> that do not have permit parking~ and <br /> <br />(d) the adverse impact that such restrictions may <br /> have on the non-residents of ~the proposed <br /> restricted parking block and their ability-to <br /> find available parking-near their place of <br /> <br /> <br />
