7 <br /> <br /> WHEREAS, the U. S. Department of Agriculture (USDA) has <br />established the Summer Food Service Program to bring about an <br />increased awareness of the critical importance of proper <br />nutrition for children and a belief that school vacation <br />should not end the availability of nutritious meals for many <br />children; and. <br /> <br /> WHEREAS, the City of Charlottesville shares the same <br />concerns as USDA; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia,t hat a Summer Food Service Program <br />be established as part of the City of Charlottesville,s <br />Summer Recreation Programs and $19,943.00 is hereby <br />appropriated to account code 11,172-062028 in the Grants Fund <br />for the purpose of carrying out this program. Such <br />appropriation shall be conditioned upon reimbursement from <br />USDA. <br /> <br />APPROPRIATION: -$35~000 - AFFIRMATIVE ACTION TRAINING <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the purpose of the appropriation would be to provide <br />employees with training to effectively implement the City's <br />Affirmative Action Program. Mr. Chapman stated that the <br />focus of the training would be consciousness raising, <br />providing information about what the Affirmative Action law <br />is and a personal action agenda which would show individual <br />employees what they can do to make the program work. <br /> <br /> Responding to a question from Mr. Towe, Mr. Chapman <br />stated that the training would be given during work hours. <br /> <br /> Mr. Vandever questioned whether the training was a <br />result of the recommendations made by the Social Development <br />Commission and Mr. Chapman replied that was partly the reason <br />for the program. <br /> <br /> Mr. Buck stated that he had problems understanding the <br />purpose of the Affirmative Action Training and what problems <br />the training would be trying to correct. Mr. Buck noted <br />concern that the large group of City employees who would <br />receive the training have no hiring responsibilities. Mr. <br />Buck also noted concern about the technical nature of the <br />training with regard to Affirmative Action law. Mr. Buck <br />requested a further description of the program and the <br />perceived problems that the staff feel exist as well as a <br />listing of what other options were considered by staff and <br />why this option was recommended. In addition, Mr. Buck <br />requested a history on what has been done by the Career. <br />Development Office with regard to Affirmative Action. <br /> <br /> On motion by Mr. Vandever, seconded by Rev..Edwards, the <br />$35,000 appropriation for Affirmative Action Training was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $3,225 - RENT FOR OFFENDER AID AND RESTORATION <br /> <br /> Mr. Hendrix stated that the Offender Aid and Restoration <br /> office has been relocated in order to allow renovations to <br /> the building where they were previously housed which will <br /> be used for the Girls Attention Home. Through an agreement <br /> with Albemarle County, the appropriation will cover the <br /> City's portion of rent for OAR. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br /> $3,225 appropriation for rent for Offender Aid and <br /> Restoration was offered~and carried over to,the next meeting <br /> for consideration. <br /> <br />RESOLUTION: CONSENT.OF ENCROACHMENT ON HILL STREET i <br /> <br /> <br />
