99 <br /> <br /> Ms. Waters requested that the motion be amended to <br />require that 20% of the day care be for infant care. Mr. <br />Buck and Rev. Edwards accepted the amendment. <br /> <br /> The amended Special permit for day care/private school <br />on Westwood Road was unanimously approved by Council. <br /> <br /> WHEREAS, Northside Christian School, Inc., with written <br />permission from the property owners, Covenant School, Inc., <br />has requested amendment of the special permit granted August <br />15, 1988, to expand their day care center and private school, <br />permitting up to 130 children in day care and 120 students in <br />the school, such property being further identified on City <br />Real Property Tax Map #44 as parcels 28.40, 28.41, 28.42, <br />28.43 and 30.1, having collectively approximately 227 ~feet of <br />frontage on Westwood Road and containing collectively 111,858 <br />square feet of land, or 2.57~acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council~and the Planning Commission, duly advertised and held <br />on August 8, 1989, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code;.'now, therefore, <br /> <br /> BE iT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special permit granted <br />August 15, 1988, is hereby amended to permit an expanded day <br />care center and private school at 1414-1416 Westwood Road, <br />pursuant to City Code section 31-14(e). <br /> <br /> This special permit is subject to.the following ~ <br />conditions: <br /> <br /> 1. Administrative approval of the amended site plan. <br /> 2. Proper .storm water management provisions on-site. <br /> 3. A minimum of 20% enrollment for infant care in the <br /> day care center shall be maintained. <br /> 4. The times of operation shall be limited to weekdays <br /> from 6:00 a.m. ~to 6:00 p.m. and that no outside play <br /> activities occur before 8:00 a.m. <br /> 5. The number of pupils occupying the day care ~ <br /> facilities population shall not exceed 130, and the <br /> number of pupils attending classes in the school <br /> shall not exceed 100. <br /> 6. Additional screening shall be placed between the <br /> site and residential areas. <br /> 7. All improvements shown on the previous site plan <br /> shall be completed within sixty (60) days from the <br /> date Council grants this amendment. <br /> 8. There shall be no temporary office buildings, but <br /> there may be up to .two additional modular <br /> classrooms, which shall be removed no later than two <br /> (2) years from the date this amendment is approved. <br /> <br /> APPROVING VHDA FINANCING FOR HoPE HOUSE II <br /> <br />RESOLUTION: <br /> <br /> ' Mr. Hendrix stated that the resolution would approve <br />VHDA financing for the expansion of Monticello Area Community <br />Action Agency's Hope House II. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />resolution approving VHDA financing for Hope House II was <br />unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the-City of ~ <br />Charlottesville, Virginia that this Council certifies to the <br />Virginia Housing Development Authority Council's approval of <br />the proposed development of a multi-family residential <br />housing development, known as Hope House II, at 1117 Forrest <br />Street;~ provided, however, that such development conforms to <br />all zoning requirements.
