100 <br /> <br /> financial obligation in connection with the aforesaid <br /> financing of Hope House II. <br /> <br />RESOLUTION: AUTHORIZING APPLICATION FOR RECYCLING GRANT <br /> <br /> Mr, Hendrix explained that the resOlution would <br />authorize the Public Works Department and Albemarle County to <br />apply for a commercial recyCling demonstration grant from the <br />State. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution authorizing ~the application for a recycling grant <br />was unanimously approVed by Council. <br /> <br /> WHEREAS, there is a demonstrated need for the City to <br />reduce the amount of refuse taken to the Ivy Landfill; and~ <br /> <br /> WHEREAS, the Solid Waste'Task Force has preliminarily <br />recommended recycling to reduce the amount of commercial and <br />residential refuse for disposal, and the Commonwealth of <br />Virginia has mandated localities to achieve a recycling rate <br />of 10% by July, 1991; and <br /> <br /> WHEREAS, the Virginia. Department of Waste Management has <br />made available a grant (Recycling Demonstration Grant) in the <br />amount of $40,000, with no lOcal match required, to implement <br />recycling programs which will assist localities in achieving <br />the projected recyCling rate; and <br /> <br /> WHEREAS, the County of Albemarle has expressed a desire <br />to join in the application for such grant, with the City <br />being the fiscal agent; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the City supports a joint <br />application with the County of Albemarle for a Recycling <br />Demonstration Grant in the amount of $40,000, and authorizes <br />the City Manager ~to take whatever steps necessary to apply <br />for such grant, with or without the County as a co-applicant, <br />on or before the application deadline. <br /> <br />ORDINANCE: REZONING 319 llTH STREET, N.E. FROM R-3 TO B-1 <br />(2nd reading) <br /> <br /> Mr. Buck stated that after looking at the site he saw no <br />compelling reason to change the boundary of the zoning in the <br />Comprehensive Plan. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF <br />THE ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED., BY THE REZONING OF <br />PROPERTY LOCATED AT 319 llTH STREET, N.E.," which was offered <br />at the August 7th meeting, was approved by the following <br />vote. Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. <br />Vandever, Ms. Waters. Noes: None. <br /> <br />ORDINANCE: TEMPORARY RELOCATION OF RECREATION CENTER VOTING <br />PRECINCT (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO CHANGE <br />TEMPORARILY THE. LOCATION OF THE VOTING PLACE FROM THE <br />DOWNTOWN RECREATION CENTER TO THE FIRST BAPTIST CHURCH FOR <br />THE RECREATION CENTER PRECINCT.," which was offered at the <br />August 28th meeting, was approved by the following vote. <br />Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. <br />Waters.
