101 <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that a meeting had been held with neighborhood and trucking <br />industry representatives to discuss criteria for restricting a <br />street to truck traffic. Ms. Mueller stated that staff were <br />refining the criteria and should have a recommendation within <br />ten days. <br /> <br /> Mr. Vandever stated that he felt there was sufficient <br />justification to restrict.Locust Avenue at this time and <br />moved the ordinance. Rev. Edwards seconded the motion. <br /> <br /> Mr. Buck questioned what the justification was for <br />restricting all of Locust Avenue when staff are in the <br />process of developing the criteria. Mr. Buck stressed that <br />he felt a decision prior to receiving the criteria would be <br />premature° <br /> <br /> Mr. Vandever stated that he felt Locust Avenue~was an <br />integral part of the streets previously approved as <br />restricted for trucks. <br /> <br /> Mr. Mueller stated that she has received requests to <br />restrict nine other streets throughout the City. <br /> <br /> Ms. Waters recommended that a public hearing on the <br />criteria be held at the next meeting. <br /> <br /> Mr. Buck stated that he would favor seeing how the <br />criteria would impact other streets throughout the City and <br />recommended waiting until the criteria are developed and <br />staff can survey the other requests received and Council <br />can considered all the requests at once. <br /> <br /> Mr. Buck made a motion to defer the second reading of <br />the ordinance to the October 2nd meeting. Mr. Towe seconded <br />the motion for deferral and the ordinance entitled <br />"AN ORDINANCE TO AMEND AND REORDAIN SECTION 16-9.1 OF CHAPTER <br />16 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS <br />AMENDED, RELATING TO TRUCK TRAFFIC ON LOCUST AVENUE" was <br />carried over to the October 2nd meeting by the following <br />vote. Ayes: Mr. Buck, Mr. Towe, Ms. Waters. Noes: Rev. <br />Edwards and Mr. Vandever. <br /> <br />ORDINANCE: ZONING AMENDMENTS <br /> <br /> Mr. Huja reviewed the various zoning amendments <br />recommended by the Planning Commission, the majority of which <br />dealt with signs. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 31-170, 31-174.1, 31-179, AND 31-237 OF CHAPTER 31 <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />RELATING TO SIGNAGE REQUIREMENTS AND PETITIONS FOR VARIANCES" <br />was offered and carried over 'to the following meeting for <br />consideration. <br /> <br />ORDINANCE: FINANCIAL DISCLOSURE BY CITY OFFICIALS <br /> <br /> Mr. Hendrix stated that the ordinance would require <br />various City department heads to file a financing disclosure <br />as presently required for the Council' and Constitutional <br />Officers. <br /> <br /> Mr.. vandever made a motion to amend the ordinance to <br />require financial disclosure by all City department heads. <br />Rev. Edwards seconded the motion and the ordinance entitled <br />"AN ORDINANCE TO ADD A NEW SECTION, NUMBERED 2-44.1, TO <br />ARTICLE III OF CHAPTER 2 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO FINANCIAL <br />DISCLOSURE STATEMENTS BY CITY EMPLOYEES" was offered and <br />carried over to the next meeting for consideration. <br /> <br /> <br />
