110 <br /> <br /> Mr. Towe stated that he would prefer to vote on <br />restricting trucks on Park Street at the November 6th <br />meeting instead of waving the second reading of the <br />ordinance. <br /> <br /> Mr. Buck withdrew his motion to wave the second reading <br />to include Park Street at this time. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 16-9.1~OF CHAPTER 16 OF THE CODE OF THE CITY <br />OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO TRUCK <br />TRAFFIC ON LOCUST AVENUE," which was offered at the September <br />5th meeting was approved by the following vote. Ayes: Mr. <br />Buck, Rev. Edwards, Mr. Towe, Mr. Vandever. Noes': Ms. <br />Waters. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, Mr. <br />David Toscano was unanimously appointed to a two-year term on <br />the Monticello Area Community Action Agency Board. This term <br />will expire on July 1, 1991. <br /> <br />STAFF REPORT: <br /> <br />INTERSECTION <br /> <br />STOP SIGN AT JEFFERSON PARK AVENUE/HARRIS ROAD <br /> <br /> Mr. Hendrix stated that the following three design <br />options for a stop sign at the intersection of Jefferson Park <br />Avenue and Harris Road had been presented to the Fry's Spring <br />Neighborhood Association: 1) two stop signs and two stop <br />ahead signs, the removal of a small amount of pavement on the <br />north side in order to bring the intersection closer toga 90 <br />degree turn ($750); 2) two stop signs and two stop ahead <br />signs, 270 feet of sidewalk on the north side and associated <br />pavement patching and seeding (~8,500); and 3) two stop signs <br />and two stop ahead signs, 270 feet of sidewalk on the north <br />side, 40 feet of sidewalk replacement on the south side and <br />the associated pavement patching and seeding and the removal <br />of one large tree ($11,000). Mr. Hendrix stated that the <br />neighborhood favored option ~1, <br /> <br /> Rev. Edwards made a motion to approve option ~1 as <br />requested by the Fry's Spring Neighborhood. <br /> <br /> Mr. Hendrix noted that it was staff's recommendation <br />that a stop sign not be erected at the intersection, but that <br />if a sign is approved, then option ~3 would be staff's <br />recommended design option. Mr. ~Hendrix explained that staff <br />made this recommendation based on their belief that motorists <br />would ignore the sign and may stop quickly and speed away <br />which would be an annoyance to the neighborhood. <br /> <br /> Mr. Buck questioned whether staff recommended against <br />the stop signs for safety reasons. <br /> <br /> Ms. Mueller stated that staff did not recommend placing <br />a striped pedestrian crossing at the intersection because <br />they should only~be placed in areas where there are sidewalks <br />on both sides of the streets, which is not the case at this <br />intersection. Other than this consideration, Ms. Muetler <br />stated that staff did not believe installation of a stop sign <br />at this intersection would be a safety problem. <br /> <br /> Council unanimously voted to approve option ~1 for the <br />installation of a stop sign at the Jefferson Park <br />Avenue/Harris Road intersection. <br /> <br />APPROPRIATION: $27,953 - GRANT FOR SOCIAL SERVICES UNIT CLERK <br />PROJECT (2nd reading) <br /> <br /> The $27,953 appropriation of the grant for the Social <br />Services Unit Clerk Project which was offered at the <br /> <br /> <br />
