109 <br /> <br /> Mr. William Hinkley stated that he felt the criteria had <br />the following three main faults: not enough weight given to <br />the character of the neighborhood; percentage of truck <br />traffic too high; and the criteria was developed after other <br />streets had been restricted. <br /> <br /> Mr. Ed Travis, President of the GrOve Avenue <br />Neighborhood Association, stated that the exhaust fumes from <br />trucks are a danger to residents and the point limit on the <br />criteria should be lowered to 25. Mr. Travis recommended <br />changes in the points awarded in the ,'nature of traffic" <br />section of the criteria. <br /> <br /> As there were. no other speakers the public hearing was <br />closed. <br /> <br /> Responding to a question from Rev. Edwards regarding <br />points scored by streets which had already been restricted to <br />trucks, Ms. Mueller stated that Jefferson Park Avenue had <br />received 50 points, Park Street 43 points and Belleview 51 <br />points, but noted that the CategorY of percentage of trucks <br />could not be scored since the streets had already been <br />restricted to trucks at the time of the survey. <br /> <br /> Mr. Towe questioned when the bridge on Locust Avenue <br />across the 250 Bypass had been built and Mr. Travis stated <br />that it was his opinion that the bridge needed repair and was <br />not built to handle large trucks. <br /> <br /> Mr. Vandever stated that he was concerned with the <br />proposed criteria and their use in protecting residential <br />areas, particularly with the allocation of scores and <br />accident criteria. Mr. Vandever stated that he did not think <br />the criteria were useful in evaluating Locust Avenue and <br />felt they should be set aside and Locust should be looked at <br />on other merits. <br /> <br /> Ms. Waters stated that she felt it was important to have <br />criteria on which to base a decision about restricting trucks <br />since in so doing the traffic is shifted onto other streets. <br />Ms. Waters requested that staff continue to work on refining <br />the criteria. <br /> <br />ORDINANCE: AMENDING TRUCK ORDINANCE (2nd reading) <br /> <br /> Mr. William Hinkley of the Martha Jefferson Neighborhood <br />Association presented a petition supporting restricting <br />traffic on Locust Avenue. Mr. Hinkley also requested <br />additional speed signs, traffic enforcement and parking on <br />both sides of Locust Avenue. <br /> <br /> Mr. Buck stated that he felt that valuable information <br />was contained in the proposed criteria. Mr. Buck stated that <br />if trucks on banned on Locust then they should also be banned <br />on Park Street and made a motion to include Park Street in <br />the ordinance. <br /> <br />Mr. Vandever seconded Mr. Buck's motion. <br /> <br /> Mr. Hendrix stated that he was concerned that banning <br />trucks on Locust and Park would shift all of the truck <br />traffic to McIntire Road. <br /> <br /> Ms. Waters stated that the action being considered by <br />Council is similar to designating truck routes which had been <br />rejected by Council because of the impact on the streets so <br />designated. Ms. Waters stated that she felt the issue on <br />Locust is the total amount of traffic, not the truck traffic, <br />a situation not unique to Locust Avenue. Ms. Waters <br />recommended that the City restrict those trucks over which it <br />has control such as those working on the City Hall Annex and <br />CSX property to non-residential streets. <br /> <br /> <br />
