COUNCIL CHAMBER - December 4, 1989 <br /> <br /> Council met on regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. EdwardS, seconded by Mr. Vandever, the <br />minutes of the November 20th meeting were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING: <br /> <br />DALE AVENUE <br /> <br />CLOSING ALLEY BETWEEN PROSPECT AVENUE ANDORANGE- <br /> <br /> Mr. Hendrix stated that the City has received a request <br />to close a ten foot public walkway, and the Planning Commission <br />has held a public hearing on the matter and recommended that <br />the alley be closed. <br /> <br /> Mr Jonathan Spivey, President of the Orangedale <br />Neighborhood Association,~ supported closing the alley because <br />he felt the open alley has become a major nuisance. <br /> <br />The public hearing was closed. <br /> <br />ORDINANCE: CLOSING ALLEY BETWEEN PROSPECT AVENUE AND ORANGEDALE <br />AVENUE <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br /> ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br /> DISCONTINUING AN ALLEY BETWEEN ORANGEDALE AND PROSPECT <br /> AVENUES" was offered and carried over to the next meeting for <br /> consideration. <br /> <br />PUBLIC HEARING: HOUSING STRATEGY <br /> <br /> Mr. Hendrix explained that the Housing Task Force has <br />developed the Housing Strategy, the Planning Commission has <br />held a public hearing on the matter and Council has met in a <br />work session and made a ~few changes. Mr. Hendrix recommended <br />that if the Council makes changes to the Housing Strategy <br />then the matter should be referred back to the Planning <br />Commission. <br /> <br />The public hearing was opened. <br /> <br /> Mr. David Toscano of 705 Evergreen Avenue and a member of <br />the Housing Task Force, stated that he supported the study <br />but noted some concerns about its emphasis on homeownership <br />and felt that additional attention should be paid to <br />affordable housing, especially rental housing. Mr. Toscano <br />voiced his support for the' proposal to issue rental occupancy <br />permits and was disappointed that Council had removed. <br />priority designation from the study's cooperative housing <br />recommendations. <br /> <br /> Ms. Sally Thomas, representing the League of Women <br />Voters, noted that the League supported the priority <br />designation for the study's recommendation on associated <br />social services for~housing programs, but was concerned about <br />the reduction of emphasis on lower income housing on City <br />property next to Pen park. Ms. Thomas asked that the <br />recommendation addressing boarded up housing on page 22 of <br />the study be revised to reflect the need for regulating the <br />length of time a house can be boarded up. <br /> <br /> Mr. Francis Fife, representing the Charlottesville <br />Housing Foundation, voiCed support for the goal of affordable <br /> <br /> <br />
