Mr. Fife also stated <br />that he was concerned about the de-emphasis of providing <br />lower income housing at the~Pen Park site~ <br /> <br /> Mr. Richard Spurzem, a local landlord, stated that he <br />felt that the affordability of housing in the City is <br />directly tied to the spiraling cost of new housing in <br />Albemarle County and that the single family classification <br />in the City's Land Use Plan~will further polarize the <br />community° <br /> <br /> Mr. Roberts of 615 Hinton Avenue, voiced his support for <br />affordable housing in Charlottesville, noting that a family <br />was living with him that needed to find affordable housing. <br /> <br /> Mr. Edward Strickler suggested that the study's <br />recommendation on associated social services for housing be <br />expanded to refer to "community based social services,,, not <br />just the City Department of Social Services. Mr. strickler <br />also suggested that the possibility of promoting single room <br />occupancy housing be considered. _ <br /> <br /> Mr. Blake Caravati stated that he was concerned about <br />how the proposed R-lA zoning-would affect affordability, <br />especially for low income households. ~Mr. Caravati stated <br />that he felt-the University should be urged to assume an even <br />greater role in the provision of housing than what is <br />recommended in the study. <br /> <br /> Mr. Stephen Andrews of Jefferson Park Avenue, stated <br />that he was concerned about how the proposed R-lA zoning <br />would affect housing affordability. <br /> <br /> Mr. Rick Jones, a local landlord, stated that he was ~ <br />also concerned about affordability of housing as expressed by <br />other speakers. Mr. Jones stated that he felt the study <br />needed more balance towards the housing needs of University <br />students and expressed concerns about placing too much <br />emphasis on the University providing such housing. He stated <br />that if the City would accept the increasing demand for <br />student housing as a given, it would be in a better position <br />to plan for it. Mr. Jones suggested that the City consider <br />special areas where more than four unrelated persons would be <br />allowed to live in one unit as a way to relieve housing <br />demand. <br /> <br /> Mr. A1 Cole stated that he felt the City's current <br />housing problems were related to its inability to annex and <br />therefore regulate County housing expansion. <br /> <br /> Mr. George Loper, President of the Charlottesville- <br />Housing Foundation, noted concern about the de-emphasis of <br />the possible provision of lower income housing on the City <br />owned site adjacent to Pen park. <br /> <br /> Mr. Bob Newman stated that he agreed with Mr. Loper's <br />remarks. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Mr. Vandever stated that he felt the intent of the R-iA <br />zone was to protect areas that are currently single family <br />and not to convert all R-2 properties. Mr. Vandever stated <br />that he felt it was still possible to maintain part of the <br />Pen Park parcel or CSX property for low or moderate income <br />housing. <br /> <br /> Ms. Waters stated that there has been a significant drop <br />in homeownership in the City over the last 15 to 20 years and <br />an increase in conversions to multi-family and student <br />housing.
