145 <br /> <br />significantly higher numbers of subsidized housing than in <br />the surrounding counties. <br /> <br /> The Housing Strategy Report was referred back to the <br />Planning Commission for their review. <br /> <br />PUBLIC HEARING: 1990-91 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br /> <br /> Mr. Hendrix explained that this was the initial <br />opportunity to receive comments for use of the <br />approximately $500~000 FY 90-91 Community Development Block <br />Grant funds, and that following the public hearing Council <br />may give direction as to how the funds should be allocated. <br /> <br />The public hearing was opened, <br /> <br /> Ms. Ethel Henderson~ President of the Fifeville <br />Neighborhood Association and Chairman of the Fifeville <br />Neighborhood Task Force, requested continuation of Fifeville <br />as a target neighborhood to receive CDBG funds. <br /> <br /> Mr. Richard Spurzem, a local landlord, noted that the <br />majority of CDBG funds are used for infrastructure <br />maintenance which should be paid for out of general City <br />funds. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Mr. Hendrix stated that the Council can designate up to <br />15% of the CDBG funds for social programs, but cannot fund <br />ongoing social programs with CDBG funds. <br /> <br /> Mr. Towe questioned whether CDBG funds could be used for <br />drug programs and Mr. Hendrix replied that the funds could be <br />used for drug programs as long as the program was tied to <br />target neighborhoods. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Buck, Council <br />unanimously voted to recommend that 12% of the CDBG funds <br />for FY 90-91 be used for social programs and designated <br />Fifeville as the target .neighborhood. <br /> <br />PUBLIC HEARING: NEW FIVE YEAR COMPREHENSIVE PLAN <br /> <br /> Mr. Hendrix briefly reviewed the major changes in the <br />Five-Year Comprehensive Plan as recommended by the Council at <br />a recent work session and explained that following the public <br />hearing the matter would be referred back to the Planning <br />Commission for their review. <br /> <br /> The public hearing was opened. <br /> <br /> Mr, William Hinckley, representing the Martha Jefferson <br />Hospital Neighborhood Association, expressed concern with the <br />single family land use plan proposal and the potential for <br />new R-lA zoning restrictions on second units in owner <br />occupied housing. Mr. Hinckley noted that several homeowners <br />in his neighborhood depend on the second unit in their home <br />for added income and felt that the problem with rental <br />housing was with absentee landlords. Mr. Hinckley suggested <br />that an alternative needed to be considered which would allow <br />second units in owner occupied homes in the new R-lA zone. <br /> <br /> Ms. Nancy Long, also representing the Martha Jefferson <br />Hospital Neighborhood Association, proposed that <br />consideration be given to the idea of requiring a special <br />permit to allow second units in owner occupied housing in the <br />new R-lA zone, though she knew there may be some legal <br />problems associated with it. Ms. Long also suggested that <br />the special permit be tied to other restrictions such as no <br />exterior change to the building. Ms. Long stated that the <br />MJH Neighborhood Association would like to see, in light of <br /> <br /> <br />
