153 <br /> <br /> WHEREAS, by ordinance enacted June 20, 1988, the City of <br />Charlottesville appropriated $283,000 as a loan to the <br />Charlottesville Industrial Development Authority (CIDA), with <br />the intention that such money would serve as a credit toward <br />the future purchase of a small portion of the CSX property; <br />and <br /> <br /> WHEREAS, by Memorandum of Understanding dated July 28, <br />1988, the City and CIDA set ~out the terms of such loan; and <br /> <br /> WHEREAS,~the Charlottesville Industrial Development <br />Authority has requested City Council to forgive the loan; <br />now, therefore <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Charlottesville, Virginia, that the above Memorandum of. <br />Understanding is declared null and void, and the loan in the <br />amount of ~283,000 from the City to the Charlottesville <br />Industrial Development Authority is herebY forgiven.~ This' <br />ordinance is conditioned upon receipt of $183,000 from CIDA, <br />to be transferred to the Capital Projects Fund. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the sum of $183,000, is <br /> hereby appropriated to expenditure account 26-181-121100 in <br /> the Capital Projects Fund as reimbursement to the City for <br /> the cost of clearing cinder debris from the CSX property. <br /> This appropriation is conditioned upon receipt of $183,000 <br /> from the Charlottesville Industrial Development Authority. <br /> <br />APPROPRIATION: ~35,000 - DOWNTOWN CHARLOTTESVILLE FOUNDATION <br />(2nd reading) <br /> <br /> The $35,000 appropriation to the Downtown <br />Charlottesville Foundation which was offered at the November <br />20th meeting was approved by the following vote. Ayes: Mr. <br />Buck, Rev. Edwards, Mr. Towe, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of' <br />Charlottesville, Virginia, that the sum of $35,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund as a grant to the Charlottesville Industrial Development <br />Authority (CIDA) for the sole purpose of fulfilling CIDA's <br />obligations under its contract with the Charlottesville <br />Downtown Foundation, Inc., such contract having been approved <br />in draft form by this Council on November 20, 1989. <br /> <br />APPROPRIATION: ~42,017o!0 - DRUG SEIZURE ASSETS <br /> <br /> Mr. Hendrix stated that the drug seizure assets were <br /> received from the federal government. <br /> <br /> On motion by Mr. Vandever, seconded by Rev..Edwards, the <br />$42,017o10 appropriation of drug seizure assets was offered <br />and carried over to the next meeting for consideration.. <br /> <br /> Rev. Edwards recommended that consideration be given to <br />using a percentage of drug seizure assets for drug education <br />and questioned whether the law would allow the funds to,be <br />used for this purpose. <br /> <br /> Ms. Waters requested that Council be provided with a <br /> running total of drug seizure assets received. <br /> <br />APPROPRIATION: ~36,787 - RIVANNA PARK CONSTRUCTION <br /> <br /> Mr. Hendrix stated that the appropriation was the City's <br /> share for Rivanna Park construction.- <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />~36,787 appropriation for Rivanna Park Construction was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br /> <br />
