154 <br /> <br />RESOLUTION: AUTHORIZING REGION TEN TO PURCHASE CHARTER HOUSE <br />PROPERTY <br /> Mr. Bob Smith, Region Ten Board member and a member of <br /> the Charter House Advisory Board, stated that the expansion <br /> of Charter House would not increase the operating cost. Mr. <br /> Smith explained that Region Ten's charter required the <br /> approval of local governing bodies prior to purchasing <br /> property. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />resolution authorizing Region Ten to purchase the Charter <br />House property was unanimously approved by Council. <br /> <br /> Region Ten COmmunity Services Board, an agency formed <br />pursuant to Section 37.1-194 et seq. of the Code of Virginia <br />of 1950, as amended, by the City of Charlottesville, and the <br />Counties of Albemarle, Nelson, Greene, Fluvanna and Louisa, <br />Virginia, all political subdivisions of the Commonwealth of <br />Virginia ("Region Ten"), presently contracts with the City of <br />Charlottesville to manage Charter House, the shelter for <br />homeless alcoholics, presently located at 1014 East Market <br />Street in the City of Charlottesville. <br /> <br /> Charter House has been filled to capacity since it <br />opened and is in need of expansion in order to meet the needs <br />of the community for substance abuse services. In <br />furtherance of its public purpose of establishing, <br />maintaining and promoting the development of substance abuse <br />services, on February 13, 1989, Region Ten held a regularly <br />scheduled meeting and voted to acquire the Charter House <br />property, namely, 1014 East Market Street presently owned by <br />the Swannanoa Land Trust and an adjacent parcel of land from <br />the Charlottesville Industrial Development Authority for the <br />purpose of providing room for expansion (collectively <br />referred to as the "Properties"), and to undertake a <br />rehabilitation and expansion project. The purchase~price on <br />the present Charter House location is $61,500.00, and the <br />purchase price on the adjacent parcel of land is $9,825.00. <br /> <br /> WHEREAS, after careful consideration of furtherance of <br />the foregoing purpose, NOW THEREFORE, BE IT RESOLVED BY THE <br />COUNCIL FOR THE CITY OF CHARLOTTESVILLE, VIRGINIA, THAT: <br /> <br /> 1. In furtherance of the public purpose of <br />establishing, maintaining and promoting the development of <br />substance abuse services and facilities available to serve <br />the community, and to carry out its function more effectively, <br />the purchase by Region Ten of the Properties for the purchase <br />price of $61,500.00 for the Charter House property located at <br />1014 East Market Street, .Charlottesville, Virginia, and the <br />purchase price of $9,825.00 for the adjoining parcel of land, <br />is hereby authorized, ratified and confirmed. <br /> <br /> 2.. The Executive Director of Region Ten is hereby <br />authorized to execute on behalf of Region Ten any documents <br />necessary to evidence the purchase of each of the Properties <br />upon such terms and conditions as the Board of Directors of <br />Region Ten shall deem to be in the best interest of Region <br />Ten. In addition, the Executive Director of Region Ten is <br />hereby authorized to execute on behalf of Region Ten any <br />contract of purchase or accept on behalf of Region Ten any <br />contract of purchase or accept on behalf of Region Ten any <br />deed necessary for the purchase of property upon such terms <br />and conditions as the Board of Directors of Region Ten shall <br />deem to be in the best interest of Region Ten. <br /> <br /> 3. The Executive Director of Region Ten is also hereby <br />authorized on behalf of Region Ten to execute any documents <br />necessary to effect and consummate the purchase of the <br />Properties and to deliver to the respective Sellers of the <br />Properties on behalf of Region Ten the funds for the purchase <br />price for the Properties. <br /> <br /> <br />
