161 <br /> <br /> Mr. Hendrix stated that the State Compensation Board had <br />approved new positions for the Joint Security Complex and the <br />appropriation was the City's share of the funding for the <br />positions. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />$12,678 appropriation for correctional officers was offered <br />and carried over to the next meeting for consideration. <br /> <br /> Mr. Vandever explained that the seven permanent <br />positions~were tied to the expansion of the Joint Security <br />Complex and the seven temporary positions may not be funded <br />after June 30th. <br /> <br />ORDINANCE: CLOSING ALLEY BETWEEN PROSPECT AVENUE AND ORANGEDALE <br />AVENUE (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING <br />AND DISCONTINUING AN ALLEY BETWEEN ORANGEDALE AND PROSPECT <br />AVENUES," which was offered at the December 4th meeting, was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, Mr. <br />Alvin Clements was unanimously appointed, to the Downtown <br />Charlottesville Foundation Board. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Vandever, Council <br />unanimously voted.to meet in executive session for the <br />purpose of appointing members to various boards and <br />commissions (approximately ten) and for consultation with <br />legal counsel concerning matters pertaining to actual or <br />probable litigation or other matters requiring legal advice, <br />and as more specifically described as land use litigation, <br />as authorized by Section 2.1-344(a)(1) and (7) of the <br />Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Mr. Vandever, unanimously certified <br />that~ to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br /> <br />
