163 <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, Mr. <br />DenDis Barnes and Ms. Charlotte Strichter were reappointed <br />and Rabbi Charles L. Arian was appointed to three-year terms <br />on the Community Attention Home Advisory Board. These terms <br />will expire on August 31, 1992. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Buck, Ms. <br />Virginia Coffey-Taylor and Ms. Brenda Bunch were unanimously <br />appointed to the Community Development Block Grant Task <br />Force. Ms. Coffey-Taylor's term will expire on- March 7, 1992 <br />and Ms. Bunch's term will expire on March 7, 1991. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, Ms. <br />Virginia Lee was unanimously appointed to a two-year term on <br />the Jefferson Area Board fOr Aging. This term will expire on <br />August 1, 1991. <br /> <br /> On motion by Mr. Towe, seconded by Rev. Edwards, Mr. <br />Roger Sherman and Mr. Bill Daggett were unanimously <br />reappointed to three-year terms on the McGuffey Art Center <br />Board. These terms will expire on August 31, 199~. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, Mr. <br />David Lee was unanimously appointed to a three-year term on <br />the Thomas Jefferson Planning District Commission. This <br />term will expire on September 15, 1992. <br /> <br /> On motion by Mr. Towe, seconded bY Rev. Edwards, Mr. <br />Bruce Baumgartner was unanimously reappointed to a four-year <br />term on the Vendor Appeals Board. This~terms~will expire on <br />August 31, 1993. <br /> <br /> On motion by Mr. Vandever, seconded by Rev, Edwards, Ms. <br />Mary Claire Thorkildson and Ms. Ariel Papovich were <br />unanimously reappointed to three-year terms on the Youth <br />Commission. ~These terms will expire on September 30, 1992. <br /> <br />PRESENTATION: CHILDREN AND YOUTH TASK FORCE REPORT <br /> <br /> Ms. Mary Reese, co-chair of the Children and Youth Task <br />Force, explained that the Task Force had studied the <br />recommendations which had been developed out of a forum on <br />children and youth held in 1986. <br /> <br /> Dr. Tom DeMaio, a member of the Task Force, highlighted <br />the basic findings of the Task Force which included: the <br />need for a central children and youth commission to oversee <br />the needs of youth; the need to pull together agencies in an <br />organized manner and encourage a pro-active, coordinated <br />planning process; the need for community based services and <br />scattered sites~ the need for family oriented services and <br />prevention services. <br /> <br /> Ms. Joyce Allan, co-chair of the Task Force reviewed the <br />recommendations of Task Force. <br /> <br /> Ms. Debra Abbot, a member of the Task Force, explained <br />the similarities in some of the recommendations made by the <br />Task Force and the Task Force on Illegal Drugs, such as drug <br />and alcohol free activities for teens. <br /> <br /> Dr. DeMaio stated that the Task Force recommended that <br />the proposed commission take over the children and youth <br />areas of the Social 'Development Commission's charge. <br /> <br /> Responding to a question from Mr. Towe about the cost of <br />implementing the recommendations, Ms. Reese stated that the <br />Task Force had not considered the cost of the <br />recommendations. Ms. Reese requested that the Council hold a <br />work session with the Task Force to further discuss the <br />matter. <br /> <br /> <br />
