163 On motion by Rev. Edwards, seconded by Mr. Towe, Mr. DenDis Barnes and Ms. Charlotte Strichter were reappointed and Rabbi Charles L. Arian was appointed to three-year terms on the Community Attention Home Advisory Board. These terms will expire on August 31, 1992. On motion by Mr. Towe, seconded by Mr. Buck, Ms. Virginia Coffey-Taylor and Ms. Brenda Bunch were unanimously appointed to the Community Development Block Grant Task Force. Ms. Coffey-Taylor's term will expire on- March 7, 1992 and Ms. Bunch's term will expire on March 7, 1991. On motion by Mr. Buck, seconded by Mr. Towe, Ms. Virginia Lee was unanimously appointed to a two-year term on the Jefferson Area Board fOr Aging. This term will expire on August 1, 1991. On motion by Mr. Towe, seconded by Rev. Edwards, Mr. Roger Sherman and Mr. Bill Daggett were unanimously reappointed to three-year terms on the McGuffey Art Center Board. These terms will expire on August 31, 199~. On motion by Rev. Edwards, seconded by Mr. Towe, Mr. David Lee was unanimously appointed to a three-year term on the Thomas Jefferson Planning District Commission. This term will expire on September 15, 1992. On motion by Mr. Towe, seconded bY Rev. Edwards, Mr. Bruce Baumgartner was unanimously reappointed to a four-year term on the Vendor Appeals Board. This~terms~will expire on August 31, 1993. On motion by Mr. Vandever, seconded by Rev, Edwards, Ms. Mary Claire Thorkildson and Ms. Ariel Papovich were unanimously reappointed to three-year terms on the Youth Commission. ~These terms will expire on September 30, 1992. PRESENTATION: CHILDREN AND YOUTH TASK FORCE REPORT Ms. Mary Reese, co-chair of the Children and Youth Task Force, explained that the Task Force had studied the recommendations which had been developed out of a forum on children and youth held in 1986. Dr. Tom DeMaio, a member of the Task Force, highlighted the basic findings of the Task Force which included: the need for a central children and youth commission to oversee the needs of youth; the need to pull together agencies in an organized manner and encourage a pro-active, coordinated planning process; the need for community based services and scattered sites~ the need for family oriented services and prevention services. Ms. Joyce Allan, co-chair of the Task Force reviewed the recommendations of Task Force. Ms. Debra Abbot, a member of the Task Force, explained the similarities in some of the recommendations made by the Task Force and the Task Force on Illegal Drugs, such as drug and alcohol free activities for teens. Dr. DeMaio stated that the Task Force recommended that the proposed commission take over the children and youth areas of the Social 'Development Commission's charge. Responding to a question from Mr. Towe about the cost of implementing the recommendations, Ms. Reese stated that the Task Force had not considered the cost of the recommendations. Ms. Reese requested that the Council hold a work session with the Task Force to further discuss the matter.
