164 <br /> <br /> Ms. Waters noted concern with the creation of additional <br /> boards and agencies, adding that she would prefer to <br /> strengthen existing bodies rather than adding new layers and <br /> entities° <br /> <br /> Council agreed to h°ld a work session and Ms. Waters <br /> requested that the City and County staffs review the report <br /> and that the report be passed on to the Social Development <br /> Commission. <br /> <br />APPROPRIATION: $4,940 - INDEPENDENT LIVING INITIATIVES GRANT <br />(2nd reading) <br /> <br /> The $4,940 appropriation of the Independent Living <br />Initiatives Grant which was offered at the December 18th <br />meeting was approved by the following~vote. Ayes: Mr. Buck, <br />Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> BE iT RESOLVED by the Council of: the City of <br />Charlottesville, Virginia~that $4,940 is hereby appropriated <br />to the Social Services Fund, account number 12-161-062279, to <br />be used by'the Charlottesville Department of Social Services <br />on behalf of itself and the Social Services Departments of <br />Albemarle and Greene Counties, in the Tri-Area Foster <br />Families Program to continue the "Bridge Families" model <br />program directed at services for older foster chi!drenl This <br />appropriation shall be conditioned upon receipt of $4,940 <br />from the Virginia~Department of Social Services. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$1,271,088.87 - JOB TRAINING-AND PARTNERSHIP ACT <br /> <br /> The $1,271,088.87 appropriation for~the Job Training <br />and Partnership Act which was offered at the December 18th <br />meeting was approved by the following vote. Ayes: Mr. Buck, <br />Rev. Edwards, Mr. Towe, Mr, Vandever, Ms. Waters. ~Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that all amounts received from the <br /> Governor's Employment and Training Department of the <br /> Commonwealth of Virginia pursuant to the JOb Training <br /> Partnership Act (including unexpended balances carried <br /> forward from prior years), estimated to total $1,271,088.87, <br /> are hereby appropriated to the JTPA Fund, to be expended by <br /> the Piedmont Job Training Administration on authorization <br /> from the City Manager or his designee, and in accordance with <br /> applicable state and federal laws and regulations, to carry <br /> out the purposes of the Act. <br /> <br />APPROPRIATION: $12,678 - CORRECTIONAL OFFICERS (2nd reading) <br /> <br /> Mr. O'Connell recommended that the appropriation be <br /> amended to read that continued funding for all the positions <br /> would be conditional upon State funding. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />appropriation was unanimouSly amended to add the language <br />recommended by Mr. O'Connell. <br /> <br /> The $12,678 appropriation for correctional officers <br />which was offered at the December 18th meeting, was approved, <br />as amended, by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. 'Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $12,678 is hereby <br />appropriated from the unexpended balance of the General Fund <br />to expenditure account 05-301-043010 in the General Fund as <br />the City's share of funding for seven (7) permanent and seven <br />(7) temporary correctional officer positions at the Joint <br />Security Complex.
