Edwards, <br />Council unanimously voted to meet in executive session to <br />consider the acquisition or use of real property for public <br />purpose, or the disposition of publicly held property, as <br />authorized by Section 2.1-344(a)(3) of the Virginia Freedom <br />of Information Act~ and more specifically described as <br />acquisition, use or disposition of properties located in the <br />central city area. <br /> <br /> Council reconvened in open session and on motion by Rev. <br />Edwards, seconded by Mr. Vandever, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br /> The meeting ~was adjourned. <br />PrUdent ~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />January 8, 1990 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work session: Drug Task Force Report <br /> <br />Executive session to discuss the acquisition or use <br />of real property for public purpose, or the disposition <br />of publicly held property as authorized by Section 2.1- <br />344(a)(3) of the Virginia Freedom of Information Act. <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - January 8, 1990 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr..Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br /> Ms. Waters explained that the question before Council <br />at this time is what official steps should be taken with <br />regard to the recommendations of the Drug Task Force report. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, reviewed the <br />major recommendations of the Drug Task Force. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, presented a <br />preliminary overview of the FY 1990-01 operating budget and <br />explained that if Council agrees to fund all of the <br />recommendations of the Drug Task Force, no funds will be <br />available for any additional new programs. <br /> <br /> Ms. Waters noted that the' Solid Waste Task Force has <br />made recommendations which will require funding by the <br />Council. <br /> <br /> Police Chief Bowen explained that the additional police <br />officers recommended by the Drug Task Force are proposed to <br />have a high profile and visibility in the neighborhoods most <br /> <br /> <br />
