173 <br /> <br />90-91 budget for other new programs. <br /> <br /> Mr. Buck recommended that the City.work with~the State <br />in order to make the best use of the federal grant money. <br />Mr. Buck stated that he favored approving the recommendations <br />made by Mr. Hendrix, and requested further information about <br />the impact on existing programs should additional drug <br />programs be funded. Mr. Buck stated that he felt it was <br />important to coordinate the recommendations of the Task Force <br />as well as other professionals and organizations who deal <br />with drug enforcement Or treatment in the community and <br />recommended that this be part of the job description of the <br />drug~education coordinator. Mr. Buck moved to approve, on <br />first reading, the appropriation for the drug education <br />coordinator and to approve the recommendations of the City <br />Manager as listed above. <br /> <br /> Rev. Edwards recommended that the drug coordinator also <br />have community experience. Rev. Edwards stated that he would <br />favor phasing in the drug counselors. <br /> <br /> Mr. Towe seconded Mr. Buck's motion, and stressed the <br />importance of addressing the urban blight, particularly by <br />adding new street lights. <br /> <br /> Mr. Buck stated that he felt it was important to include <br />an evaluation component as part of the drug program. Mr. <br />Buck noted concern that the schools may require additional <br />help in training existing counselors and requested that the <br />Police Chief explore options of ways to increase manpower on <br />the streets in the~summer months ~before the new full time <br />officers are trained. <br /> <br /> Mr, Vandever stated~that he felt the revamping of the <br />recreation programs could ben, done without extra_~money.' Mr~ <br />Vandever stressed that he wanted the drug education <br />coordinator to be more than a cheerleader and stated that his <br />preference would be to hire eight additional police officers. <br /> <br /> Mr. Vandever made a motion to amend~Mr. BUck's motion to <br />add two extra police officers. Rev.~Edwards secondedthe <br />motion. <br /> <br /> Mr. Buck stated that he would vote against Mr. <br />Vandever's amendment at this time because the impact on <br />existing City programs-was not known at this time. <br /> <br /> Mr. Towe noted that positions previously approved.in the <br />Police Department remain vacant. <br /> <br /> Mr. Vandever Withdrew his amendment. <br /> <br /> ~.Council unanimoUsly voted to approve the recommendations <br />of the City Manager <br /> <br /> The appropriation for the drug education coordinator was <br /> carried over to the next meeting for consideration. <br /> <br />COMMITTEE REPORT: URBAN DESIGN COMMITTEE - ART FOR CITY HALL ANNEX <br /> <br /> Mr. Hendrix stated that in line with the City's policy <br /> of providing 1% of new construction projects for art, funds <br /> have been set aside for art for the City Hall Annex under <br /> construction.~ The Urban 'Design~Committ~e has ~re~iewe.d the <br /> proposals for art and made its~recommendation to~Coun~cil._ - <br /> <br /> Mr. Eric Heiner, a member of the~Urban ~esign ~Committee <br /> and its subcommittee on art, explained that ~initial <br /> submissions for location 1 in the City Hall Annex were <br /> rejected and additional proposals are being sought. Mr. <br /> Heiner stated that the work of Marion Reynolds ~has'~been <br /> recommended for location 2, the work of Pamela Black for- <br /> location 3, and, if funds are available, the work of Jeanne <br /> <br /> <br />
