181 <br /> <br /> Ms. Corrine Courtney of the American Heart Association <br />informed Council of the Association,s Heartsaver Day on <br />February 24th <br /> <br />PRESENTATION: URBAN DESIGN COMMITTEE <br /> <br /> Mr. Stan Tatum, Chairman of the Urban Design Committee, <br />informed Council of the following projects recently Or <br />currently being considered by the Committee: 3rd Street from <br />Water Street to the downtown mall; banner pole location; <br />public art for City Hall Annex; CSX design guidelines; Ridge/ <br />McIntire intersection; and a new signage/information system <br />for the City. <br /> <br />APPROPRIATION: $66,969 - ADDITIONAL POLICE OFFICERS (2nd reading) <br /> <br /> The ~66,969 appropriation for six additional police <br />officers which was offered at the January 22nd meeting was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $66,696 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund to expenditure account 05-020-033040 for the purpose of <br />funding six (6) additional police officer positions through <br />fiscal year 1989-90 to aid in the City's fight against <br />illegal drug traffic. <br /> <br />APPROPRIATION: $71,030 - DRUG PROGRAM <br /> <br /> Mr. Hendrix explained that the appropriation would fund <br /> the following for the remainder of the fiscal year: Urban <br /> Blight: ~9,000 - $10,000 - Parks and Recreation Programs; <br /> $22,065 - Region Ten Counselors; $15,600 - Outreach Center; <br /> and $14,365 - Assistant Commonwealth's Attorney. <br /> <br /> Responding toga question by'Ms. Waters; Mr. Hendrix <br /> stated that the funds for the Parks-and-~Recreation Department <br /> would be used to hire part-time employees, purchase equipment <br /> and perhaps rent space 'and transport children to activities. <br /> <br /> Ms. Waters recommended that children targeted to benefit <br /> from the Parks and Recreation Program give input as to what <br /> will be.offered.~ <br /> <br /> Mr. Hendrix stated that the Parks and Recreation staff <br />have been meeting With neighborhood representatives and wil1 <br />also meet with children regarding the new programs offered. <br /> <br /> Rev. Edwards stated that he continues to favor hiring <br />only one drug counselor at this time and questioned whether <br />the new counselor would treat only City residents. Rev. <br />Edwards also asked where the counselors would be located. <br /> <br /> Ms. Waters noted that the Drug Task Force had initially <br />recommended four counselors and Council'had'reduced the <br />number to two. <br /> <br /> Mr. James Peterson, Director of Region Ten Community <br />Services ~Board, stated that the counselor-s would work <br />primarily out of the Outreach Center and explained that one <br />counselor would be for adult services and the other for <br />youth. Mr. Peterson .explained that the current ~demand for <br />services will take all the time of the new counselors. <br /> <br /> Mr. Buck requested the following additional information <br />from the Commonwealth's Attlorlney office: ~ ~breakdown of <br />information by defendants, not just charges; staffing <br />history; demand trends (since the recent major drug arrests <br />are not likely to occur on such a large scale); comparison of <br />the Charlottesville Commonwealth,s Attorney office with <br />localities other than Albemarle; and can the Compensation <br /> <br /> <br />
