Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the sum of $200.00, ~reCeived <br /> as donations to the Charlottesville Fire Department, is <br /> hereby appropriated to expenditure account <br /> 05-260-042012-53199 to be expended as directed by the Fire <br /> Chief for the benefit of Fire Department PersOnnel. <br /> <br />RESOLUTION: ADOPTING HOUSING~STRATEGY .~ <br /> <br /> Mr. Vandever stated that he favored the new language <br />provided by Ms. Waters on'page 24 of the Housing Strategy. ~ <br /> <br /> Mr. Buck stated that he had concerns about requiring <br />developers to provide or contribute to low income housing and <br />preferred language encouraging the provision of low income <br />housing in appropriate circumstances. ~Mr. Buck' argued that <br />the language provided by Ms. Waters as well as the original <br />language gives no discretion to the Council and recommended <br />instead that a decision be made on a Case by case basis. Mr. <br />Buck also stated that the definition of affordable housing is <br />too vague. Mr. Buck noted that the poliCy would increase the <br />cost to developers and therefore to the housing they build. <br /> <br /> Mr. Towe stated that he agreed with~Mr. Buck. <br /> <br /> Ms. Waters stated that she was comfortable with the <br />language she had provided. <br /> <br /> Mr. Vandever agreed that the policy would tie the hands <br />of the Council, but stated that he felt it was the only way <br />to keep the housing market down. <br /> <br /> Mr. Buck stated that if the~ CounCil wanted to provi~de- <br />low income housing then it should do it directly. <br /> <br /> Ms. Waters suggested compromise language removing <br />"establish a policy that," substituting "encourage" for <br />"requiring" and adding a third section stating "or putting a <br />percentage of the proceeds from the -sale of City land for <br />housing directly into affordable housing. <br /> <br /> Mr. Buck made a motion to approve the section to. read <br />"encourage the provision of affordable housing in cOnjUnction <br />with private for profit housing on City~'controlled property." <br />Mr. ToWe seconded the motion. ~ <br /> <br /> <br />
