Hall of 402 8th Street, N.W., stated that he <br />favored expanding the Housing Authority to inClude two public <br />housing tenants and recommended continued support of the <br />minority business program. <br /> <br />PRESENTATION: CITY MANAGER'S PROPOSED FY 90-91 BUDGET <br /> <br /> Mr. Hendrix stated that the proposed budget for fiscal <br />year 1990-91 recommends the following: no tax rate increase; <br />a 3.2% pay plan adjustment on July 1, 190 and a 3.8% pay plan <br />adjustment on March 1, 1991; maintains existing services; <br />maintains funding for City facilities and infrastructure; <br />funds a limited number of service level improvements; funds <br />the school's request; funds a capital improvements prOgram; <br />funds an anti-drug initiative program; and increases funds <br />available for tax and rent relief for the elderly and <br />handicapped. Mr. Hendrix stated that the proposed operating <br />budget totaled $49,956,102. <br /> <br /> Mr. Buck requested a listing of the reductions in <br />previous City services recommended by the staff. <br /> <br />PRESENTATION: SCHOOL BOARD'S PROPOSED FY 90-91 BUDGET <br /> <br /> Mr. John Pezzo!i, Chairman of the SChool Board, stated <br />that the school's proposed operating budget of $28,541,533, <br />$19,279,058 of which is requested from the City, maintains <br />the present pupil/teacher ratio, includes payment of VSRS <br />by the schools for full-time employees; reflects a 50% <br />increase in hospitalization insurance; and reflects staffing <br />changes as a result of a projected decrease in enrollment. <br /> <br />STAFF REPORT: DOGWOOD FESTIVAL <br /> <br /> Mr. Marshall Pryor, representing the Dogwood Festival, <br />stated that the Dogwood Festival carnival will be held in <br />the Seminole Square parking lot~a~d thanked City staff for <br />their assistance in finding a temporary location for the <br />carnival. Mr. Pryor requested that Council waive fees as has <br />been done in prior years fo~:.~the carnival. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />resolution waiving fees for the Dogwood Festival carnival was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the 41st annual Dogwood Festival will take <br />place from April 10-22, 1990-; and <br /> <br /> WHEREAS, it has been requested that Council waive <br />certain license tax and other requirements applicable to the <br />Dogwood Festival, allow the Festival to take place at Pen <br />Park, and temporarily extend the closing hour of the Park to <br />11:00 p.m. for the duration of the Festival; and <br /> <br /> WHEREAS, the City Council is willing to support this <br />request to the extent set forth below; now, therefore, <br /> <br /> BE IT RESOLVED that the Dogwood Festival will be allowed <br />to use Pen Park as the location for the festival, the Park <br />will remain open until 11:00 p.m. each night for the duration <br />of the festival, and the following fees and requirements are <br />waived: <br /> <br />The carnival business license tax imposed by City <br />Code Section !5-118(b); <br /> <br />2. The tent erection fee imposed by City Code Section <br /> 5-5; ., <br /> <br />The zoning inspection.. <br /> <br /> <br />
