Edwards, Mr Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. vandever, the <br /> minutes of the March 5th meeting were apprOved as presented, <br /> with Mr. Buck absent for the vote. <br /> <br />PUBLIC . <br /> <br /> There were no matters by the public. <br /> <br />STAFF REPORT: CIGARETTE TAX <br /> <br /> Ms. Linda Peacock, Budget Administrator, explained that <br />a cigarette tax is currently the last tax available to the <br />City. Ms. Peacock stated that cigarette taxes in other <br />cities in Virginia range from 4 cents to 20 cents per pack. <br />A tax of 5 cents per pack would bring in approximately <br />$290,000 and a 7.5 cents per pack tax w6uld generate <br />approximately $440,000. Start up time to begin collecting <br />such a tax was estimated to be three to six months and such a <br />tax would take minimal staff effort to collect, approximately <br />ten to fifteen hours a month. Ms. Peacock stated that <br />wholesalers would be responsible fOr Paying the tax. <br /> <br /> Responding to a question from Mr. Towe, Mr. David Young, <br />Management Intern, Stated that no inherent problems had been <br />identified in localities that impose a cigarette tax. <br /> <br /> Ms. Peacock explained that wholesalers can spread the <br />tax over to other products and the tax would not necessarily <br />translate into an increase in the price of Cigarettes. <br /> <br />STAFF REPORT: SOLID WASTERECOMMENDATIONS <br /> <br /> Mr. GarY'O'Connell, Deputy City Manager, stated that the <br />solid waste recommendations should be considered a blueprint <br />for solid waste management in the future. <br /> <br /> Ms. Judith Mueller~ Director of Public Works, reviewed <br />the major solid waste recommendations: establish a Rivanna <br />Solid Waste Authority for better coordination of solid waste <br />disposal; establish a Solid Waste Advisory Committee to <br />review recommendations and advise the Authority; establish an <br />office of recycling, ultimately in the Authority's office, to <br />provide major education to residential and commercial <br />customers; begin a woodchipping operation to reduce the <br />volume of inerts at the landfill; begin looking into the <br />feasibility of a non-regulated inert landfill for rock, <br />concrete, etc.; investigate the possibility of additional <br /> <br /> <br />
