211 <br /> <br />landfill space; finalize plans for a household hazardous <br />waste collection program; begin a pilot curbside recycling <br />program with 1,000 households and some commercial <br />establishments. <br /> <br /> Mro O'Connell explained that funding for the pilot <br />recycling program was not included in the budget. <br /> <br /> Mr. Towe recommended that the City and County work with <br />Charlottesville Albemarle Recycle Together (CART) to help <br />minimize cost and maximize efficiency of a pilot recycling <br />program. <br /> <br /> Mr. Towe questioned whether the University would help <br />fund or participate in a recycling program and Mr. O'Connell <br />replied that all of the community will participate in the <br />cost of this program. <br /> <br /> Mr. Buck questioned whether the recycling and other <br />solid waste recommendations would create major pressure on <br />the budget in the next few years and Mr. O'Connell stated <br />that the proposed Authority would be responsible for long- <br />term financing for such expenses. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 90-92 BUDGET; SCHOOL <br />BOARD BUDGET; AND TAX RATE <br /> <br />The public hearing was opened, <br /> <br /> Ms. Josephine Maupin of 1237 Preston Avenue, thanked <br />Council for funding the Carver Center :Senior Lunch Program <br />and several people in the audience indicated their support as <br />well. <br /> <br /> Mr. Kenneth Ackerman, Executive Director of Monticello <br />Area Community Action Agency (MACAA), stated that MACAA <br />provides housing assistance for 160 families per year. Mr. <br />Ackerman requested that Council fund MACAA's~Housing <br />Counselor out of the City's general fund rather than CDBG <br />funds and support funding for Project Discovery and Hope <br />House. <br /> <br /> Ms. Tonya Long of 316 10 1/2 Street, spoke in favor of <br />funding Project Discovery. <br /> <br /> Ms. Crystal Peacoe of 1225 Harris St., Lot 20, stated <br />that she was concerned that residents of the Charlottesville <br />Trailer Court will not be able to find adequate housing and <br />that the residents depend upon MACAA for housing assistance. <br /> <br /> Ms. Rosemary Hayes of 915 Rock Creek.Road, supported <br />funding for the Northwestern Virginia Health Systems Agency, <br />which provides coordination, monitoring and assessment <br />services to help provide efficient delivery of health <br />services. <br /> <br /> Ms. Millie Dixon of 820A Hardy Drive, a former client of <br />MACAA, supported permanent funding for MACAA's Housing <br />Counselor. <br /> <br /> Mr. Roger Flint of 1480 Minor Ridge Court and President <br />of the Charlottesville-Albemarle Clean Community Commission <br />(CAC3), supported the solid waste recommendations and <br />recommended that the present half-time CAC3 employee be made <br />full time and be employed by the proposed Authority. Mr. <br />Flint also supported funding for a recycling coordinator. <br /> <br /> Mr. R~lph Spruil of 915 Paoli Street, supported funding <br />for the Carter Senior Lunch Program. <br /> <br /> Ms. Kay Wright, President of the Board of Literacy <br />Volunteers of America, requested funding a library assistant <br />position to continue the literacy program. <br /> <br /> <br />
