Thelma Hazlett of Hardy Drive, supported MACAA's <br />Housing Counselor. <br /> <br /> Mr. Robert Hall of 743 Park Street, commended Mr. <br />Vandever for his proposed budget cuts~and requested that <br />Council decrease the tax rate. <br /> <br /> Mr. Edward Strickler of 414 E. Main Street, supported <br />funding for the Northwestern Virginia Health~ Systems Agency. <br /> <br /> Ms. Wilma Moody of 1215 Belleview Avenue, criticized the <br />high property assessments and recommended that the City <br />budget bel cut. <br /> <br /> Mr. Forest KOonz of 2226 Banbury Street, state that the <br />proposed employee salary increase was uncalled for and that <br />property assessments are too high. Mr. Koonz stated that the <br />City has not addressed a drainage problem on his property. <br /> <br /> Ms. Sylvia Elder, a Counselor at Charlottesville High <br />School~,. spoke in support of MACAA's Project Discovery. <br /> <br /> A resident of Avon Street spoke in support of MACAA's <br />Housing Counselor. ~ <br /> <br /> Ms. Mariah Jackson, President of the Ridge Street <br />Neighborhood Association, spoke in support of MACAA's Housing <br />Counselor and Project Discovery. <br /> <br /> Ms. Annette Rechauer spoke in support of MACAA's Housing <br />Counselor. <br /> <br /> Mr. Charles Lily, a resident of Belmont, criticized the <br />increase in the school budget when student enrollment is <br />decreasing. Mr. Lily stated that the City's general budget <br />should be reduced, that too much money was put into <br />recreation and parks and additional money should be put into <br />streets and sidewalks. <br /> <br />Ms. Emily Hewley supported MACAA's Housing Counselor. <br /> <br /> Mr. Steve Stern of 1204 Holmes Avenue, recommended that <br />additional ways to provide transportation on nights and <br />weekends for the handicapped be studied since the user side <br />subsidy was underutilized. Mr. Stern recommended that other <br />ways be explored to help elderly peoPle on fixed incomes <br />who find it difficult to remain in their homes due to rising <br />assessments. <br /> <br /> Ms. Regina Sumner spoke in-support of MACAA's Housing <br />Counselor. <br /> <br /> Mr. Gerard Glomm of Westwood Circle, stated that he <br />would not support the cigarette tax as this source of revenue <br />would be likely to diminish over time. Mr. Glomm supported <br />additional user fees, increased tax and rent relief for the <br />elderly and handicapped and help for the poor. <br /> <br /> Mr. Melvin Fensom spoke in support of the literacy <br />volunteers program. <br /> <br /> Ms. Sally Thomas, representing the League of Women <br />Voters, questioned how the budgetary priorities related to <br />the goals of the newly adopted Comprehensive Plan; <br />recommended that evaluations should be done periodically on <br />all existing as well as new City programs; questioned <br />approving the drug program prior to the budget process; and <br />stated that the League had difficulty obtaining some staff <br />reports and hearing speakers at work sessions. Ms. Thomas <br />stated that the League supported the funding recommended for <br />the Schools, library, rent and tax relief for the elderly and <br />handicapped, Jefferson Area Board for Aging home-care meals <br /> <br /> <br />
