Ms. <br />Thomas questioned the failure to fully fund the Sexual <br />Assault Resource Agency, Shelter for Help in Emergency, United <br />Way Child Care, Literacy Volunteer Program, and MACAA's <br />housing counseling, Project Discovery and Parents-in- <br />Education program. Ms. Thomas stated that the League <br />supported funding for a recycling coordinator and the <br />recommendations of the Solid Waste Task Force. Ms. Thomas <br />added that the League was aware that they were suggesting <br />more expenditures when the local tax burden is already heavy, <br />but they would continue to urge support for funding local <br />social programs at the state and federal level. <br /> <br /> Ms. Angela Glomm, Vice President of Charlottesville- <br />Albemarle Recycle_Together (CART) urged Council to adopt the <br />solid waste recommendations. <br /> <br /> Ms. Kay Peaslee recommended that cemeteries be funding <br />on a fee basis. <br /> <br /> As there were no other speakers the public hearing was <br />closed. <br /> <br /> Mr. Buck stated that he found no evidence of waste in <br />the City's budget and urged citizens to take advantage of the <br />information available before drawing this conclusion. Mr. <br />Buck noted that though citizens called for decreases in the <br />City's budget, only one person gave specific recommendations <br />for such cuts. <br /> <br /> Rev. Edwards questioned the possibility of putting a <br />ceiling on property assessments. <br /> <br /> Mr. Hendrix stated that the General Assembly does not <br /> allow cities to set ceilings on property~assessments, <br /> <br /> Mr. Vandever stated that he would like to.create a <br /> mechanism which would enable the City to reduce the gas and <br /> real estate tax rate. <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - <br />FY 90-91 <br /> <br /> Mr. Hendrix stated that the City anticiPates~receiving <br />$529,000 in Community Development Block Grant funds~ ~a 6% <br />decrease over the previous year. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Kathy Drabkin, representing the AIDS Support Group, <br />requested CDBG funds for the .AIDS OUtreach to At-Risk,Youth. <br /> <br /> A woman spoke in favor of CDBG funds for the AIDS <br />Outreach to At-Risk Youth Program. <br /> <br /> Dr. Susan McLeod, Director of the Health Department, <br />supported CDBG funds for the Aids Program and Resource <br />Mothers program, ~. <br /> <br /> Mr. Lawrence Burruss, Chairman of ithe CDBG Task Force, <br />stated that the Task Force chose to leave some CDBG funds <br />unbudgeted in the revolving account. <br /> <br /> Mro Blake Caravati, Planning Commission and CDBG Task <br />Force member, recommended that more funding for sidewalks in <br />target neighborhoods be paid for out of general funds. <br /> <br /> As there were no other speakers 'the public hearing was <br />closed. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, Ms. ~Susan <br /> <br /> <br />
