228 <br /> <br /> Mr. Eugene Williams of 620 Ridge Street requested that <br />funding proposed for parks throughout the City be shifted to <br />Tonsler Park where he felt funds are needed the most. <br /> <br /> Mr. Robert deBrough questioned why overtime should be <br />paid for commercial trash collection on weekends. Mr. <br />deBrough opposed funding for overtime for police for the Tour <br />de Trump. <br /> <br /> Mr. Hendrix stated that the trash collection is done <br />primarily for restaurants who do not have dumpsters and added <br />that the City has offered this service for several years. <br /> <br /> Ms. Sally Thomas, President of the League of Women <br />Voters, noted concern with the lack of reference to the <br />Comprehensive Plan in the budget, cautioned against <br />prematurely cutting the tax rate for political expedience and <br />recommended that the City coordinate with CAC3 regarding the <br />proposed recycling program. <br /> <br /> Ms. Susan Rice, President of the local chapter of the <br />National Organization for Women, supported funding for <br />MACAA, Region Ten, Outreach Counseling Services, Resource <br />Mothers Program, Charlottesville Housing Foundation loan <br />program, United Way Child Care scholarships, Literacy <br />Volunteers, Jefferson Area United Transportation, Jefferson <br />Area Board for Aging, Sexual Assault Resource Agency, and <br />Shelter for Help in Emergency. Ms. Rice noted concerned that <br />the drug program had been approved prior to the budget <br />process and stated that the Council should ensure safety in <br />the community and quality schools before considering cutting <br />taxes. <br /> <br /> Mr. Forrest Koontz of Banbury Street, commended Mr. <br />Vandever for his concern with how the City's money is spent <br />and recommended that the City develop a five-year fiscal <br />plan. <br /> <br /> Mr. Fred Dammon of Jefferson Park Avenue, stated that he <br />felt tax cuts were premature when streets, sidewalks and <br />recreation and school fields need repaid and additional funds <br />should be put into improving the quality of City schools~ <br /> <br /> Rev. Edwards stated that Mr. Paul Puryear of Glenn Court <br />had called with a concern about funding available in the <br />budget for repairing streets. <br /> <br />ORDINANCE: ANNUAL APPROPRIATION <br /> <br /> Mr. Vandever stated that with limited amounts of <br />resources the City should focus on redirecting these <br />resources and should address departmental operations in the <br />coming year to see if programs are still essential. Mr. <br />Vandever stated that he would like to have the flexibility to <br />fund new essential programs. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />"RESOLUTION ADOPTING THE BUDGET FOR THE CITY OF <br />CHARLOTTESVILLE FOR THE FISCAL YEAR BEGINNING JULY 1, 1990, <br />AND ENDING JUNE 30, 1991 AND PROVIDING FOR THE ANNUAL <br />APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR" was offered and <br />carried over to the special meeting on April 10th for <br />consideration. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX <br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br />INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF <br />THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES" was offered and carried over to the special meeting <br /> <br /> <br />
