229 <br /> <br />on April 10th for consideration. <br /> <br />PRESENTATION: TOUR DE TRUMP <br /> <br /> Mr. Rives Bailey, local organizer for the Tour de Trump <br />bicycle race, stated that prior to the main race there will <br />be a two week health fitness festival, local bike race, <br />children's festival, bike safety rodeos, and a seniors <br />festival. Mr. Bailey explained that the race will come into <br />downtown Charlottesville on Sunday, May 6th which will <br />eliminate many of the problems experienced last year. Mr. <br />Bailey requested that the City appropriate up to $3,800 for <br />overtime for police for the race. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Bailey <br />stated that the local organization is non-profit. <br /> <br /> Mr. Towe questioned why the Tour de Trump was not paying <br />for the~overtime for police and Mr. Bailey replied that the <br />local organizers were trying to establish the Tour de Trump <br />as an annual, cooperative event and that if the Tour incurs a <br />large number of expenses they may not return to <br />Charlottesville. <br /> <br /> Mr. Bill Atwood, Charlottesville Downtown Foundation <br />Board member, stated that CDF supports the Tour de Trump, <br />noting that children are a focus of many of the activities <br />surrounding the main race. Mr. Atwood stated that CDF would <br />like to in~ite Charlottesville restaurants to vend food on <br />the mall the day of the Tour de Trump and requested that the <br />City allow CDF to control vendors on that day on the <br />downtown mall. <br /> <br /> Mr. Hendrix stated that the City's current ordinance <br />would not allow the City to limit vendors. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the City <br />cannot legally turn over control of a City street to a <br />private organization. <br /> <br /> Mr. Towe stated that he would like the staff to look <br />into ways that the vendors could be limited. <br /> <br /> Responding to a question from Mr. Buck, Mr. Bailey <br />stated that Council had previously indicated its interest in <br />the Tour de Trump returning, but had not made a commitment to <br />funding. <br /> <br /> Mr. Vandever stated that he was uncertain as to whether <br />to fund the overtime for police. <br /> <br /> Ms. Waters stated that she felt the Tour de Trump was a <br />benefit to the community and noted that other communities are <br />subsidizing the Tour de Trump more than is being asked of <br />Charlottesville. Ms. Waters added that the police will be <br />protecting the safety of local citizens. <br /> <br /> Mr. Towe stated that he felt the Tour de Trump would <br />have long lasting benefits for the community and he would <br />support the request. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />$3,800 appropriation for overtime for police for the Tour de <br />Trump was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $5,500 - GRANT FOR EMERGENCY FOOD AND SHELTER <br />PROGRAM (2nd reading) <br /> <br /> The $5,500 appropriation of the grant for the Emergency <br />Food and Shelter Program which was offered at the March 19th <br />meeting was approved by the following vote.
