232 <br /> <br />minutes of the Council meeting at which this resolution was <br />adopted. <br /> <br />RESOLUTION: COMMUNITY DEVELOPMENT WEEK <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />resolution proclaiming April 7 - 14 as Community Development <br />Week'was unanimously approved by Council. <br /> <br /> WHEREAS, the week of April 7 - 14, 1990 has been <br />designated as National Community Development Week; and <br /> <br /> WHEREAS, the City of Charlottesville is a participant in <br />the Community Development Block Grant (C~BG) Program which <br />funds a myriad of social service, economic development and <br />housing programs in this community; and <br /> <br /> WHEREAS, in Charlottesville and in communities <br />throughout the nation, sixteen years of Community Development <br />Block Grant funding has developed a strong working network of <br />relationships between our local government, residents of <br />Community Development target neighborhoods, and the many <br />nonProfit agencies which provide services and help make <br />possible our commitment to those neighborhoods; and <br /> <br /> WHEREAS, the City of Charlottesville recognizes that the <br />Community Development Block Grant Program is a partnership of <br />federal and local governments as well as nonprofit and <br />'community efforts, and the services funded by the CDBG <br />Program rely heavily on the 'dedication and goodwill of our <br />combined efforts; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that during National <br />Community Development Week 1990, the City of Charlottesville <br />will give special thanks and recognition to all participants <br />whose hard work and devotion to the neighborhoods and their <br />low and moderate income residents help insure the quality and <br />effectiveness of the Community Development Block Grant <br />Program; and <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville <br />hereby joins the service providers and others in petitioning <br />the U.S. Congress and administration to recognize the <br />outstanding work being done locally and nationally by the <br />Community Development Block~Grant Program, and its vital <br />importance to the community and to the people who live in its <br />lower income neighborhoods; and <br /> <br /> BE IT FURTHER RESOLVED that copies of this resolution be <br />conveyed to the appropriate elected and appointed officials <br />in the federal government and that this community's name and <br />the names of its nonprofit service prOviders be added to the <br />roll of those connrLitted to the preservation and full funding <br />of the Community Development Block Grant and maintenance of <br />its essential features over the course of the next Congress. <br /> <br />ORDINANCE: STATE SURCHARGE ON BUILDING PERMIT FEES (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 5-4 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, TO AUTHORIZE COLLECTION OF <br />A STATE SURCHARGE ON BUILDING PERMIT FEES," which was offered <br />at the March 19th meeting, was approved by the following <br />vote. Ayes: 'Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, <br />Ms. Waters.
