Mr. Hendrix explained that time <br />constraints did not allow time for Planning Commission <br />review. Mr. Hendrix stated that staff recommended the <br />following projects: Jefferson Park Avenue bridge over <br />Southern railroad; Ivy Road from Emmet to west city limits; <br />West Main Street bridge over Southern railroad; and Emmet <br />Street from the 250 bypass south to Jefferson Park Avenue. <br /> <br /> Mr. Vandever recommended including Fontaine Avenue on <br />the priority list. <br /> <br /> On motion by Mr.. Vandever, seconded by Mr. Towe, Council <br />approved the projects listed by Mr. Hendrix, with Fontaine <br />Avenue inclUded, with Rev. Edwards absent for the vote. <br /> <br />RESOLUTION: ENDORSING LAND AND WATER CONSERVATION FUND PROGRAM <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, <br />Council unanimously approved the resolution endorsing the <br />Land and Water Conservation Fund Program. <br /> <br /> WHEREAS, the Land and Water Conservation Fund has had a <br />significant impact on our nation's outdoor recreation <br />resources which has greatly contributed to the quality of <br />life in this nation; and <br /> <br /> WHEREAS, recreation areas funded with L&WCF grants are <br />protected in perpetuity by a provision of the L&WCF ACT thus <br />assuring a nationwide recreation and conservation legacy for <br />the benefit of future generations; and <br /> <br /> WHEREAS, state and local governments throughout the <br />nation have benefitted greatly from the L&WCF grants program <br />by using these funds to acquire over 3 million acres of land <br />and develop over 22,000 recreation facilities; and <br /> <br /> WHEREAS, the State of Virginia has received <br />approximatley ~66 million of L&WCF grant funds which were <br />used to finance part of the cost of 300 projects throughout <br />the state; and <br /> <br /> WHEREAS, the City of Charlottesville has developed Pen <br />Park, McIntire Park, Rivanna Park, and Ivy Creek Natural Area <br />with L&WCF grant assistance; and <br /> <br /> WHEREAS, the legislation enacting the L&WCF was signed <br />25 years ago in September 3, 1964 becoming effective on <br />january 1, 1965; <br /> <br /> NOW THEREFORE, be it resolved that the Council of the <br />City of Charlottesville, Virginia endorses the 25th <br />anniversary commemoration of the Land and Water Conservation <br />Fund. <br /> <br />RESOLUTION: GRANTING EASEMENT AT MCINTIRE PARK TO VIRGINIA POWER <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />resolution granting an easement at McIntire Park to Virginia <br />Power was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the Mayor is hereby authorized to <br />execute on behalf of the City, in form approved by the City <br />Attorney, the following document: <br /> <br />Right-of-Way Agreement dated February <br />22, 1990 between the City of <br />Charlottesville and Virginia Power for <br />undergrounding of electric lines as <br />McIntire Park. <br /> <br />A copy of such document shall be kept on file with the <br /> <br /> <br />
