246 <br /> <br />recommended option #4. <br /> <br /> Mr. Buck questioned whether too great a burden would be <br />put.on existing staff under option ~4 and Mr. O'Connell <br />replied that Mr. George Williams would provide administrative <br />oversight~ but other new staff would have to be added. <br /> <br /> Mr. Towe recommended that representatives of the <br />building profession be included on the solid waste advisory <br />committee. <br /> <br /> Ms. Waters asked how service costs would be established <br />and Mr. O'Connell stated that would be decided by Council and <br />the Board of Supervisors. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Vandever, Council <br />unanimously voted to establish a Solid Waste Authority <br />utilizing the existing structure and some of the staff of the <br />Rivanna Water and Sewer Authority. <br /> <br /> Mr. Francis Fife, Chairman of the Rivanna Water and <br />Sewer Authority, requested that he and Mr. Williams be kept <br />informed of any plans concerning the Authority. <br /> <br /> Discussing the pilot recycling program, Mr. O'Connell <br />stated that the program is being funded out of the general <br />fund, not out of user fees. <br /> <br /> Ms. Mueller stated that a minimum of 1,000 households <br />will be chosen to participate in the pilot program, and that <br />the program may be expanded to include more households if <br />possible. <br /> <br /> Responding to a question from Mr. Buck, Ms. Mueller <br />explained that an existing dump truck will haul a yard <br />trailer t° collect the materials which will be separated at <br />the curb. MS. Mueller stated that ~128,000 has been budgeted <br />to employ a crew to colleCt the materials and a <br />coordinator/supervisor who will work with neighborhoods and <br />recycling dealers. Ms. Mueller noted that the revenue <br />generated will be dependent upon the market for the recycled <br />materials, and an estimate is not available at this time. <br /> <br /> Mr. Towe questioned whether newspapers would be <br />recycled, but Ms. Mueller replied that a viable market does <br />not exist for newspaper at this time and she recommended <br />against including them in the pilot program. <br /> <br /> Mr. O'Connell explained that the $128,000 expense was a <br />one-time cost to the City as the program would be operated by <br />the Authority in the future. Mr. O'Connell asked Council for <br />direction regarding whether the City should bid out the <br />collection of the materials or should use City employees. <br /> <br /> Ms. Waters stated that she had concerns about bidding <br />out a one-year piloting project. <br /> <br /> Mr. Buck made a motion to use City staff for the first <br />year of the pilot recycling program and consider bidding out <br />the program in the second year. Mr. Vandever seconded the <br />motion and it was unanimously approved by Council. <br /> <br />APPROPRIATION: $7,197 - THOMAS JEFFERSON PLANNING DISTRICT <br />COMMISSION LEGISLATIVE LIAISON (2nd reading) <br /> <br /> Mr. Buck stated that he would abstain from voting due to <br />a potential conflict of interest. <br /> <br /> The $7,197 appropriation for the Thomas Jefferson <br />Planning District Commission legislative liaison which Was <br />offered at the April 2nd meeting was approved by the <br />following vote. Ayes: Rev. Edwards, Mr. Towe, Mr. Vandever, <br />Ms. Waters. Noes: None. Abstaining: Mr. Buck. <br /> <br /> <br />
