265 <br /> <br />that seven subcommittees had addressed various issues and he <br />summarized the following major recommendations: involvement <br />of the community at large, business community and parents; <br />active central administration leadership; staff commitment; <br />establishment of a case management system for potential <br />drop-outs; long-term commitment; and development of a <br />comprehensive program evaluation model. <br /> <br /> Dr. Joe McGeehan, Superintendent of Schools, stated <br />that many of the issues identified ~n the task force were <br />related to those discussed in the Children and Youth report <br />and recommended that the two reports be considered in tandem. <br /> <br /> Mr. Jim Hingeley, School Board member, discussed the <br />Creative Learning After School/Summer Program which is <br />offered by the Schools, with financial assistance from the <br />City and explained that 50 scholarships are available for the <br />Summer Program. Mr. Hingeley stated that the program is <br />offered to City residents first and then to County residents <br />as space permits. <br /> <br /> The, meeting was adjourned. <br />Pre,dent <br /> <br />COUNCIL CHAMBER - May 21, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members Present: Mr. Buck, Mr. Towe, Mr. Vandever. <br />Absent: Rev. Edwards and Ms. Waters. <br /> <br />Mr. Hendrix called the meeting to order. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Buck, Mr. <br />Towe was unanimously elected to chair the meeting. <br /> <br />PUBLIC <br /> <br /> Mr. William Atwood, a CitY resident, recommended that <br />Council members provide leadership and inspiration for the <br />community, provide opportunities for the public to meet with <br />and talk to CounCil, and generate ideas from the electorate. <br /> <br /> Mr. Gerard Glomm of Westwood Circle urged Council to <br />establish the Solid Waste Authority without delay and assure <br />coordination with the County and University with regard to <br />recycling. Mr. Glomm also urged the City to begin wOrk on <br />its solid waste management plan since the State requires that <br />localities submit a plan by July 1, 1991. <br /> <br /> Mr. Towe, Chairman of the Thomas Jefferson Planning <br />District Commission, stated that several rural localities in <br />the Planning District will be facing trouble with solid waste <br />management. <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained <br />that staff are proceeding with formation of the Authority. <br /> <br /> Mr. Towe presented a proclamation proclaiming Public <br />Works Week to employees in the Department of Public Works. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, the minutes <br />of the May 3rd meeting were approved as presented, with Mr. <br />Vandever abstaining. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Buck, the <br />minutes of the May 7th meeting were unanimously approved as <br />presented. <br /> <br /> <br />
