Edwards requested that Council be provided with a <br />quarterly report on how the CSOs are used. <br /> <br />STAFF REPORT: RECREATION PROGRAMS <br /> <br /> Mr. Hendrix.explained that $10,000 was recommended to be <br /> spent for additional recreation programs thislyear and <br /> $20,000 next year in the Drug Task Force report. <br /> <br /> Mr. Eugene German, Director of Parks and Recreation, <br /> stated that staff had met with eleven neighborhood <br /> associations, two public housing tenant associations, the <br /> NAACP, and the Interfaith Alliance for Youth in addition to <br /> the teen councils at Buford, Walker and charlottesville High <br /> Schools to develop the recommendations for additional <br /> recreation programs. Mr. German recommended the following <br /> programs for phase one- 1): Garrett Square recreation program <br /> 10 hours a week year-round and summer playground program <br /> including lunch; 2) year-round recreation program at First <br /> Street; 3) three-day a week roller skating at Carver <br /> Recreation~Center, reduced to one.day a week after July 1st. <br /> Mr. German stated that Phase II included funding from July 1, <br /> 1990 to June 30, 1991 to continue the programs listed in <br /> Phase I. Mr. German stated that staff proposed to expand <br /> recreation programs from revenue.generated through the fee <br /> based programs in FY~89.90.Jto:~include: 1) evening supervision <br /> on weekends at Washington, Tonsler and Forest Hills Parks; <br /> 2) free swimming and pool parties at Washington and Onesty <br /> Pools; 3) expanded skating at Carver; 4) teen dances; and <br /> swimming instruction at Washington and Onesty Pools Mr. <br /> German stated that staff recommended continuation of the <br /> following free programs: volleyball, billiards, BMX <br /> exhibition, skateboarding context, movie night, ping pong <br /> tournaments and game night at Carver. <br /> <br /> Mr. German stated ~t'hat tr. ansportation to recreation <br />programs was cited as~a major need and it was recommended <br />that free bus transportation ~be provided during the summer to <br />youth 18 years and under. Mr. German noted that neither Pen, <br />Rivanna or McIntire-.Parks ~ere on the bus rou.tes;. Mr. German <br />stated that the free bus rides would reduce revenues to the <br />City by approximately $7,000. Mr. German stated that the <br />Parks and Recreation Department needed to imprOve its <br />community .outreach and r~ecommended that the teen- coordinator <br />be expanded to full time. Mr. German continued that staff <br />are working to establish a teen volunteer network in <br />neighborhoods. · - .- . ~ . <br /> <br /> Rev.
