278 <br /> <br /> This special permit is .subject to the following <br />conditions: <br /> <br /> 1. Administrative approval of the final revised site <br />plan with proper detailing of the City standard sidewalk, <br />curb and related work along Ivy Road, with revisions to the <br />traffic patterns and facilities as outlined herein, and <br />designation of the location of all signs. <br /> <br /> 2. Review and approval of a grading and soil <br />erosion/sediment control plan, with required bonding, prior <br />to final site plan approval. <br /> <br /> 3. Provision by the applicant of a new twelve foot wide <br />exit lane out to Ivy Road intersecting the traffic, signal at <br />Ivy Road and Old Ivy Road as outlined on the approved site <br />plan. Changes to the traffic signal as required by the <br />Highway Department shall be made by the applicant to <br />facilitate this exit. <br /> <br /> 4. That the existing entrance road at Ivy Road include <br />separate drop-off points for the high school students along <br />the new exit road and middle school students elsewhere as <br />shown on the site plan. <br /> <br /> 5. That the current Ivy Road entrance be designed to <br />prohibit left turn movements out of the site with proper <br />signage and an island designed to ensure this. <br /> <br /> 6. That the extension of Twyman Road onto St. Annets <br />property be two-way up to its intersection with the new <br />parking lot and one-way west of said lot, thereby limiting <br />the number of vehicles that would have any reason to use <br />Twyman. Emergency vehicles could enter from Twyman Road. <br /> <br /> 7. That a student or faculty monitor be stationed at <br />the Twyman Road entrance at the peak traffic periods to <br />discourage speeding. <br /> <br /> 8. That the new parking lot at the rear of the site be <br />substantially buffered with plantings along its eastern edge, <br />secured and closed in the evenings after 6:00 p.m. to avoid <br />unauthorized use, and restructured to allow maximum buffer <br />area adjacent to the residential properties (as shown on the <br />approved site plan). The lot may be lighted or unlighted, <br />but if lights are used they shall be adequately shielded to <br />minimize impact on the surrounding neighborhood. <br /> <br /> 9. That the existing mature evergreens along the Twyman <br />Road lane in front of the proposed parking area be retained. <br /> <br /> 10. That school officials notify parents in writing at <br />the beginning of each school year that they should use the <br />Ivy Road entrance. <br /> <br /> 11. That additional landscaping be provided on the west <br />side of the new building area adjacent to the apartment <br />complex. <br /> <br /> 12. That during construction of the proposed addition, <br />all construction vehicles be contained on site, and enter and <br />exit only from the Ivy Road entrance. <br /> <br /> 13. That the traffic count (vehicles trips per 24 hour <br />day) on Twyman road at its intersection with the applicant's <br />property line not exceed the present day traffic count ("base <br />traffic count") by more than ten percent (10%). <br /> <br /> The Zoning Administrator with assistance from the <br />city traffic engineering staff will have the responsibility <br />of establishing the "base traffic count" and of taking future <br />traffic counts. Should the Zoning Administrator find the ten <br />percent (10%) limit to be violated at any one specific <br /> <br /> <br />
