277 On motion by Rev. Edwards, seconded by Mr. Vandever, the Year-End Appropriations were offered and carried over to the next meeting for consideration. RESOLUTION: APPROVING-SPECIAL~USE~PERMIT FOR ST. ANNE'S SCHOOL Mr. Hendrix stated that staff have been working with St. Anne's staff and consultants to resolve the traffic problems and an alternative solution has been agreed upon which should protect the neighborhood and improve the~ safety. Mr. Hendrix recommended that the portion of the resolUtion regarding the hours of trash pick up be eliminated because of the need for trash trucks to enter before other school traffic. Ms. Waters noted that the major change was the new road leading to the-traffic signal. Rev. George Conway} Headmaster for St. Anne's, stated that staff have reviewed and understand the conditions, but the Board of Trustees will not meet until Wednesday to review the conditions for the special permit. Mr. Hank Shelton, an adjacent neighbor, stated that he had no objections to the proposed conditions. Mr. Buck stated that a trustee of St, Anne's raised a concern about the safety of not allowing lights in the back parking lot. Rev. Conway noted~concern about the requirement to lock the parking lot as well as the lighting issue. Ms. Waters stated that she felt any after-hours parking could be restricted to the other parking lot. Mr, Buck recommended allowing_lighting up to 6:00 p.m., shielded so as~not to~disturb~adjacent areas. Ms. Waters stated that she felt the new road will make the traffic situation safer~-and recommended that people-be encouraged~to~use~the~new~road~and that the area be used for middle-school drop~off~as.well. ~' ~ ~ Mr. Towe made a mOtion~to~approve the .resolution, removing the~trash ~pick~up reference and incorporating. Mr. Buck's suggestion regarding~lighting .Mr. Vandever seconded the motion and the resolution~was unanimously approved by Council. WHEREAS, St, Anne's Belfield, Inc, ~owner of St. Anne's Belfield Upper School located at 2132 Ivy Road, has requested a special use permit to expand the school by adding an academic building with~site ~alterations,~ which would.permit growth of approximatley 93 students and 10 staff. This propety being further identified on City Real Property Tax Map ~7 as parcel ~1.t0, having approximateiy ~600 feet of frontage~on Ivy Roa~, c40 feet ~f frontage~on~Twyman~Road, and containing approximately 915,631 square feet of land, or 21 acres; WHEREAS,~ fQtlowing a~joint ~publichearing before this Council and the Planning Commission, duly advertised and held on April 10, 1990, this Council finds that such use will conform to the criteria~appticable to iSPecial permits generally under Chapter 31 of the~City Code~ nOw,~ therefore, BE IT RESOLVED,~b~the.Cou~il~of the City of Charlottesville, Virginia that St. Anne's Belfield, Inc, is hereby granted a special use permit to allow expansion of St. Anne's Bielfiel~Upp.er.
