Edwards, seconded by Mr. Vandever, the <br />Year-End Appropriations were offered and carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: APPROVING-SPECIAL~USE~PERMIT FOR ST. ANNE'S SCHOOL <br /> <br /> Mr. Hendrix stated that staff have been working with St. <br />Anne's staff and consultants to resolve the traffic problems <br />and an alternative solution has been agreed upon which should <br />protect the neighborhood and improve the~ safety. Mr. Hendrix <br />recommended that the portion of the resolUtion regarding the <br />hours of trash pick up be eliminated because of the need for <br />trash trucks to enter before other school traffic. <br /> <br /> Ms. Waters noted that the major change was the new road <br />leading to the-traffic signal. <br /> <br /> Rev. George Conway} Headmaster for St. Anne's, stated <br />that staff have reviewed and understand the conditions, but <br />the Board of Trustees will not meet until Wednesday to review <br />the conditions for the special permit. <br /> <br /> Mr. Hank Shelton, an adjacent neighbor, stated that he <br />had no objections to the proposed conditions. <br /> <br /> Mr. Buck stated that a trustee of St, Anne's raised a <br />concern about the safety of not allowing lights in the back <br />parking lot. <br /> <br /> Rev. Conway noted~concern about the requirement to lock <br />the parking lot as well as the lighting issue. <br /> <br /> Ms. Waters stated that she felt any after-hours parking <br />could be restricted to the other parking lot. <br /> <br /> Mr, Buck recommended allowing_lighting up to 6:00 p.m., <br />shielded so as~not to~disturb~adjacent areas. <br /> <br /> Ms. Waters stated that she felt the new road will make <br />the traffic situation safer~-and recommended that people-be <br />encouraged~to~use~the~new~road~and that the area be used for <br />middle-school drop~off~as.well. ~' ~ ~ <br /> <br /> Mr. Towe made a mOtion~to~approve the .resolution, <br />removing the~trash ~pick~up reference and incorporating. Mr. <br />Buck's suggestion regarding~lighting .Mr. Vandever seconded <br />the motion and the resolution~was unanimously approved by <br />Council. <br /> <br /> WHEREAS, St, Anne's Belfield, Inc, ~owner of St. Anne's <br />Belfield Upper School located at 2132 Ivy Road, has requested <br />a special use permit to expand the school by adding an <br />academic building with~site ~alterations,~ which would.permit <br />growth of approximatley 93 students and 10 staff. This <br />propety being further identified on City Real Property Tax <br />Map ~7 as parcel ~1.t0, having approximateiy ~600 feet of <br />frontage~on Ivy Roa~, c40 feet ~f frontage~on~Twyman~Road, and <br />containing approximately 915,631 square feet of land, or 21 <br />acres; <br /> <br /> WHEREAS,~ fQtlowing a~joint ~publichearing before this <br />Council and the Planning Commission, duly advertised and held <br />on April 10, 1990, this Council finds that such use will <br />conform to the criteria~appticable to iSPecial permits <br />generally under Chapter 31 of the~City Code~ nOw,~ therefore, <br /> <br /> BE IT RESOLVED,~b~the.Cou~il~of the City of <br />Charlottesville, Virginia that St. Anne's Belfield, Inc, is <br />hereby granted a special use permit to allow expansion of St. <br />Anne's Bielfiel~Upp.er.
