287 <br /> <br />the motion and it was unanimously approved by Council. <br /> <br />STAFF REPORT: SUMMER RECREATION PROGRAMS <br /> <br /> Mr. Eugene German, Director of Parks and Recreation, <br />described the various playground program activities and <br />recommended that one school bus driver and two leaders be <br />added for the summer to expand the trips to Pen Park, Rivanna <br />Park, and the Ivy Creek Natural Area for the playground <br />participants. Mr. German estimated that the expanded <br />program would cost approximately $8,200. Mr. German stated <br />that if the current bUdget was not sufficient to cover this <br />additional amount an appropriation may be necessary at a <br />later time. <br /> <br /> Mr. Buck stated that he felt the playground program was <br />a very well-rounded program. <br /> <br />STAFF REPORT: ORGANIZATION OF THE SOLID WASTE AUTHORITY <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the State <br />Code requires a public hearing held thirty days after <br />publishing a notice which includes the proposed operating <br />agreement of the Authority and a listing of the members of <br />the Authority. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, Council <br />unanimously authorized staff to proceed with the necessary <br />steps to form the Solid Waste Authority. <br /> <br /> Ms. Waters expressed appreciation to Mr. Francis Fife, <br />outgoing Chairman of the Rivanna Water and Sewer Authority, <br />for his continued service to the community. <br /> <br />APPROPRIATION: $5,000 - FIFEVILLE LIBRARY PROGRAM (2nd reading) <br /> <br /> The $5,000 appropriation for the Fifeville Library <br />Program which was-offered at the-~June 4th meeting was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters.
