298 <br /> <br />ORDINANCE: AFFIRMATIVE ACTION CRITERIA FOR IDA FINANCING <br />(2nd reading) <br /> <br /> Ms. Waters reviewed the type of projects which are <br />eligible for Industrial Development Authority financing, and <br />pointed out that so few remain eligible that flexibility in <br />waiving the affirmative action criteria might not be <br />necessary. <br /> <br /> Mr. Gouldman recommended that the phrase "written <br />policy" be added to the ordinance. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />ordinance was amended to include the phase "written policy," <br />with Mr. Buck absent for the vote. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 2-118 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, TO ADD AFFIRMATIVE ACTION <br />AS A PRIORITY IN CHOOSING RECIPIENTS OF CIDA FUNDING," as <br />amended, which was offered at the June 18th meeting, was <br />approved by the following vote. Ayes: Rev. Edwards, Mr. <br />Towe, Mr. Vandever, Ms. Waters. Noes: None. Absent: Mr. <br />Buck. <br /> <br />RESOLUTION: ROUTE 29 NORTH <br /> <br /> Ms. Waters encouraged Council to support a statement to <br />be read at the Virginia Department of Transportation public <br />hearing on June 28th, requesting that the public comment <br />period be extended to August 15th due to the lack of <br />critical information. Ms. Waters explained that the Joint <br />Transportation Committee has requested that the information <br />be provided and has been told that the consultant will <br />provide the information the second week in July. Ms. Waters <br />also noted concern that the Albemarle County Board of <br />Supervisors has independently endorsed one alternative <br />outside of the Joint Transportation Committee structure. <br /> <br /> Responding to a question from Mr. Towe, Ms. Waters <br />stated that if the Department of Transportation does not <br />extend the public comment period the Council has until July <br />9th to take a formal position. <br /> <br /> Ms. Waters stated that the Joint Transportation <br />Committee has agreed to pay $5,000 to the consultant for the <br />traffic levels if no Rio Connector road is built. <br /> <br /> Mr. Vandever recommended that the statement be amended <br />to reflect that Meadowcreek Parkway could be part of but not <br />the solution to the Route 29 problem. <br /> <br /> On motion by Mr. Vandever, seconded by Rev.
