118 <br /> <br /> · Mr. Toscano 'noted that the Charlottesville-Albemarle <br />Clean Community Commission (CAC3) had raised questions about <br />paving the recycling center on McIntire Road. <br /> <br /> Mr. Hendrix explained that in the fall CAC3 had <br />approached Council regarding improvements to the center and <br />Council. had agreed to patch the area and evaluate doing more <br />substantial improvements in the spring. Mr. Hendrix noted <br />that there is also the issue of whether that site will remain <br />if a City-wide recycling program is adopted. Mr. Hendrix <br />noted that the temporaryrepairs have been done to the site <br />and even if approved, other improvements could not be done <br />until warmer weather. <br /> <br /> Ms. Waters questioned whether it would be possible to <br />fold the cost of maintenance of the recycling center into the <br />Landfill budget and Mr. Hendrix replied that was a <br />possibility. <br /> <br /> The possibility of collecting additional hazardous waste <br />was discussed. Mr. Hendrix stated that there is a need for <br />such a collection, but~it is a very expensive program. <br /> <br /> Mr. Toscano noted that he had been receiving calls from <br />citizens dissatisfied with the service and rates charged by <br />Adelphia Cable and stated that he felt the City needed to <br />begin developing preliminary options now if the <br />problems which exist are going to be addressed during the <br />upcoming franchise negotiations. Mr. Toscano requested that <br />staff develop-options for Council consideration, talk to the <br />National League of Cities about different franchise <br />agreements which exist, and recommended that Council explore <br />the possibility of hiring a technical expert to help with <br />the upcoming franchise negotiations. <br /> <br /> Ms. Waters recommended that staff survey other <br /> communities regarding cable service and rates. <br /> <br />g was adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />January 9, 1991 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />The PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br /> Appropriation: Carryover funds for Schools <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - January 9, 1991 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Slaughter, Mr. Toscano <br />(arrived late), and Ms. Waters (arrived late). Absent: Rev. <br />Edwards and Mr. Vandever. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, introduced <br />department heads for the City who described services provided <br />to the schools by the City and cooperative efforts between <br />the schools and the City. <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />discussed parks, recreation programs and maintenance of <br />school grounds. <br /> <br /> <br />
