Mr. Gouldman
noted that the Planning Commission has favored charging for
commercial property when streets are closed.

Responding to a question from Ms. Waters, Mr. Louie
Chapman, Assistan~ City Manager, stated that the Real Estate
Assessor estimated that the appraisal for the property
adjoining Smith Street would increase $5,000.

Ms. Slaughter noted that in many cases closing streets
and alleys allows property owners to make additions and other
improvements which increases the value of their property and
therefore increases the benefit to the City.

The ordinance entitled "AN ORDINANCE CLOSING, VACATING
AND DISCONTINUING A PORTION OF SMITH STREET," which was
offered at the December 17th meeting, was approved by the
following vote.
