117 <br /> <br />permit parking requirements were unanimously revised to allow <br />notice by first class mail, with an accompanying certificate <br />showing the date and to whom notiCes were sent. <br /> <br />ORDINANCE: CLOSING A PORTION OF SMITH STREET WEST OF LOCUST <br />AVENUE (2nd reading) <br /> <br /> Mr. Gouldman noted that he had previously indicated that <br />there was a disagreement among staff as to the advisability <br />of charging for property when a street is closed, but a <br />consensus in fact exists~among staff to maintain the <br />current policy which was felt to encourage residential use of <br />unneeded City property that was best conveyed to adjoining <br />property owners and put back on the tax rolls. Mr. Gouldman <br />noted that the Planning Commission has favored charging for <br />commercial property when streets are closed. <br /> <br /> Responding to a question from Ms. Waters, Mr. Louie <br />Chapman, Assistan~ City Manager, stated that the Real Estate <br />Assessor estimated that the appraisal for the property <br />adjoining Smith Street would increase $5,000. <br /> <br /> Ms. Slaughter noted that in many cases closing streets <br />and alleys allows property owners to make additions and other <br />improvements which increases the value of their property and <br />therefore increases the benefit to the City. <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING <br />AND DISCONTINUING A PORTION OF SMITH STREET," which was <br />offered at the December 17th meeting, was approved by the <br />following vote. Ayes: Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever, Ms. Waters. Noes: None. Absent: Rev. Edwards. <br /> <br />ORDINANCE: AMENDING TAXI CAB POSTING REQUIREMENT <br /> <br /> Mr. Hendrix stated that the persons requesting the <br />amendment to the taxi cab posting requirement had asked that <br />the matter be deferred. <br /> <br />ORDINANCE: <br /> <br />PARK <br /> <br />DEED OF EASEMENT FOR SEWER AND WATER LINES AT RIVANNA <br /> <br /> Mr. Hendrix explained that the Rivanna Water and ~Sewer <br />Authority had requested an easement for sewer and water lines <br />at Rivanna Park. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br /> ordinance entitled "AN ORDINANCE AUTHORIZING THE CONVEYANCE <br /> OF EASEMENTS FOR WATER AND SEWER LINES WITHIN RIVANNA PARK" <br /> was offered and carried over to the next meeting for <br /> consideration. <br /> <br />ORDINANCE: DEED CONVEYING IVY LANDFILL TO RIVANNA SOLID WASTE <br />AUTHORITY <br /> <br /> Mr. Hendrix explained that the deed would convey the Ivy <br />Landfill to the Rivanna Solid Waste Authority as previously <br />discussed. Mr. Hendrix.added that the Retirement Commission <br />and Council will be taking up the issue of transferring City <br />employees to the Authority in the near future. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />ordinance ientitled "AN. ORDINANCE TO AUTHORIZETHE CONVEYANCE <br />OF. THE IVY LANDFILL PROPERTY TO THE RIVANNA SOLID WASTE <br />AUTHORITy" was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> <br />
