On motion by Mr. Toscano, seconded by Ms. Slaughter, the $1,000 donation to Community Attention was approved by the following vote. Ayes: Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None. Absent: Rev. Edwards. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $1,000.00, is received as an anonymous donation to the Community Attention program for the purchase of Christmas gifts for the residents of the Girls Attention Home and Boys Attention Home, is hereby appropriated to.expenditure account 13-162-062115-54128 for such purpose. APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT REPROGRAMMING Mr. Hendrix explained that the appropriation separated previously approved funds into sub-accounts. Questions were raised about funds listed for Dice Street and Housing Rehabilitation and Mr. Huja replied that the amounts would be checked for accuracy prior to the second reading. The appropriation reprogramming Community Development Block Grant funds was offered by Ms. Waters, seconded by Ms. Slaughter and carried over to the next meeting for consideration. RESOLUTION: AMENDING MAILING REQUIREMENT FOR PERMIT PARKING Mr. Gouldman stated that the Traffic Engineer had reCommended that the permit parking requirements be be revised to allow sending notices by first class mail rather than certified mail in order to save money and to be more expedient.
