115 <br /> <br />following reasons for changing the designation for the <br />properties to residential: 1) there is an abundance of B-1 <br />property in the area; 2) extensive changes in the area <br />threaten~the stabilitY of the neighborhood; and 3) the land <br />use plan change is consistent with the goal of the <br />neighborhood association. <br /> <br /> Mr. Toscano questioned whether~the zoning would remain <br />R-2 if the land use plan was changed and Mr. Huja answered <br />affirmatively. <br /> <br /> Ms. Sue Lewis, a member of the Task Force and a member <br />of the Planning Commission, stated that it was not <br />recommended that the land use plan be changed since it was <br />felt that the existing zoning provided sufficient protection <br />for the neighborhood° <br /> <br /> Ms. Slaughter noted concern that not changing the land <br />use designation would Send a signal that zoning changes would <br />be approved. <br /> <br /> Ms. Waters stated that she was comfortable with <br />recommendations two through six, but would favor designating <br />all internal property as residential, with property facing on <br />Locust and High Street designated as office use since <br />adequate commercial property exists in the area and since the <br />six properties in question are clearly residential. Ms. <br />Waters continued that she felt the zoning and land use <br />designations should match. Ms. Waters added that she would <br />favor periodically revisiting the matter. Ms. Waters made a <br />motion to accept recommendations two through six of the <br />Martha Jefferson Hospital Impact Study and request that the <br />Planning Commission begin the process to change the land use <br />designation for the six properties on Grove Avenue to <br />residential. <br /> <br /> Ms. Slaughter seconded the motion, noting that a need <br />exists to increase housing in the City and to keep housing <br />which currently exists. <br /> <br /> Mr. Toscano expressed concern that the houses on Grove <br />Avenue could be demolished to better accommodate the needs of <br />medical offices. <br /> <br /> Ms. Waters' motion to accept recommendations two through <br />six and request that the Planning Commission begin the <br />process to change the land use designation for the six <br />properties on Grove Avenue was unanimously approved by <br />Council. <br /> <br />DISCUSSION: BUDGET CALL-IN ON JANUARY 22 <br /> <br /> A brief discussion was held on the "Phone In - Speak <br />Out" call in show scheduled to be held on January 22nd at <br />6:30 p.m. to provide an opportunity for the public to comment <br />on priorities for the upcoming budget. <br /> <br />APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT REPROGRAMMING - <br />FIFEVILLE (2nd reading) <br /> <br /> The appropriation reprogramming Community Development <br />Block Grant funds for Fifeville which was offered at the <br />December 17th meeting was approved by the following vote. <br />Ayes: Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. <br />Noes: None. Absent: Rev.
