121 <br /> <br />such as Charlottesville. <br /> <br /> As there were no other speakers the public hearing was <br />closed. <br /> <br /> Mr. Hendrix stated that it has been a challenge working <br />on reducing the City's budget, estimated that 20 positions <br />will be eliminated in the General Fund through attrition, and <br />stated that a complete solid waste proposal is being <br />developed and it is hoped that services that most people have <br />come to expect from the City can be maintained. Mr. Hendrix <br />added that it is anticipated that no salary increases will be <br />recommended in the upcoming budget. <br /> <br />REQUEST: DOGWOOD FESTIVAL - USE OF PARK AND WAIVING FEES <br /> <br /> Mr. Bill Londeree, President of the Dogwood Festival, <br />requested that Council allow the Festival to use McIntire <br />Park and waive fees as has been done in previous years. <br /> <br /> Mr. Hendrix explained that bids have been taken for <br />construction of a new entrance road into McIntire Park and it <br />is possible the road could be under construction at the time <br />of the Dogwood Festival. Mr. Hendrix recommended that <br />Council approve the use of McIntire Park with the <br />understanding that a backup space may need to be found should <br />the road be under construction. Mr. Hendrix recommended that <br />Rivanna Park be pursued as a backup, but noted that the <br />Albemarle County Board of Supervisors has objected to the use <br />of Rivanna Park for such events in the past. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the Council unanimously~authorized-the~use of McIntire Park <br />for the Dogwood Festival, with the understanding that a <br />backup space would need to be found should the entrance road <br />be under construction, and waived fees as requested. <br /> <br /> Ms. Waters noted that waiving the fees and allowing use <br />of the Park is one way Council has supported this community <br />event in the past. ~ <br /> <br /> WHEREAS, the 42nd annual Dogwood Festival will take <br />place from April 16-28, 1991; and <br /> <br /> WHEREAS, it has been requested that Council waive <br />certain license tax and other requirements applicable to the <br />Dogwood Festival, for the duration of the Festival; and <br /> <br /> WHEREAS, City Council is willing to support this request <br />to the extent set forth below; now, therefore, <br /> <br /> BE IT RESOLVED that the following fees andrequirements <br />are waived for the Dogwood Festival: <br /> <br /> 1. The carnival business license tax imposed by City <br /> Code Section 14-55(2) ($550/day); <br /> <br />The tent erection fee imposed by City Code Section <br />5-57 ($10); <br /> <br />3. The zoning inspection; <br /> <br />4. Fees fo~ inspection of amusement ~rides associated <br /> with festival. <br /> <br /> BE IT FURTHER RESOLVED by the Council that the following <br />matters, to the extent applicable, are not waived: <br /> <br /> 1. Peddler's license and fee imposed by City ~Code <br /> (Section 14-49(d) ($50); <br /> <br />2. Policing deposit for carnival imposed by City Code <br /> <br /> <br />
