126 <br /> <br /> WHEREAS, there are fourteen (14) City employees Who work <br />at the Ivy Landfill who are being transferred to the Rivanna <br />Solid Waste Authority (RSWA) by mutual agreement of the City <br />and RSWA; and <br /> <br /> WHEREAS, employees of the RSWA are members of,the <br />Virginia Supplemental Retirement System (VSRS), and to effect <br />the transfer of these employees from the City retirement <br />system to the VSRS requires "buying" all of their back <br />service, at a projected cost of $171,500~ and <br /> <br /> WHEREAS, the Retirement Plan Commission met on January <br />9, 1991, discuSsed the issue, and recommended that $171,500 <br />be transferred to the VSRS on behalf of the fourteen <br />employees~ now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that this Council concurs with the <br />recommendation of the Retirement Plan Commission and approves <br />the transfer of $171,500 in retirement funds to the VSRS <br />through the Rivanna Solid Waste Authority The City <br />Treasurer is hereby directed to effect the transfer of the <br />funds in a manner designed to make certain that the fourteen <br />(14) employees involved get the proper credit for this <br />payment. <br /> <br />ORDINANCE: TAXI-CAB POSTING REQUIREMENT <br /> <br /> Ms. Becky Graves, representing Yellow Cab, requested~that <br /> Council amend the ordinance to reduce the size of the posting <br /> requirement from 1/2" to 1/4". <br /> <br /> Mr. Gouldman noted that the size~of the lettering· <br />submitted by Ms. Graves was actually 1/8". <br /> <br /> Mr. Toscano moved the ordinance reducing the size.to 1/8". <br /> <br /> Mr. Vandever expressed concern that persons with vision <br />problems would have difficulty reading the fares. <br /> <br /> Ms. Graves stated that fares are also displayed inside <br />the cabs. <br /> <br /> Ms. Slaughter seconded the motion and the ordinanCe <br />entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 32-92 <br />AND 32-93 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br />AS AMENDED, RELATED TO POSTING OF TAXICAB RATES" was offered <br />and carried over to the next meeting for Consideration. <br /> <br /> Mr. Vandever requested that staff provide information on <br />the City's role 'in regulating taxicabs. <br /> <br /> Ms. Waters requested that Ms. Graves provide the actual <br />information that taxicabs in Charlottesville display on their <br />windows. ~ <br /> <br />ORDINANCE: DEED OF EASEMENT FOR SEWER AND WATER LINES AT RIVANNA <br />PARK (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AUTHORIZING THE <br />CONVEYANCE OF EASEMENTS FOR WATER AND SEWER LINES WITHIN <br />RIVANNA PARK," which was offered at the January 7th meeting, <br />was approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters.
