Noes: None. <br /> <br />ORDINANCE: QUORUM REQUIREMENT FOR RETIREMENT COMMISSION <br /> <br /> Mr. Hendrix explained that it had recently been <br />discovered that no quorum requirement for meetings of the <br />Retirement. COmmission was contained in the Code and it was <br />recommended that a quorum requirement of one person over half <br />the membership be included. <br /> <br /> On motion by Ms. Waters, seconded by,Mr, Toscano, the <br />ordinance entitled "AN ORDINANCE ADDING-A NEW SECTION <br />NUMBERED 19-67 TO ESTABLISH QUORUM REQUIREMENTS FOR <br />RETIREMENT COMMISSION MEETINGS" was offered and carried over <br />to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter provided Council with material on a <br />proposed bottle bill being considered by the General Assembly <br />and made a motion that Council support the concept of this <br />legislation as a means of reducing waste. Ms. Waters <br />seconded the motion. <br /> <br /> Mr. Toscano stated that he would support the legislation <br />in principal and the portion of the bill which would return <br />funds to localities as outlined in the bill proposed by <br />Madison. <br /> <br /> Mr. Hendrix recommended that Council support the <br />specific proposed legislation in order to be more effective. <br /> <br /> It was the consensus of Council to amend the motion to <br />support the specific bill as proposed by Madison and the bill <br />was unanimously supported by Council. <br /> <br /> Ms. Slaughter made a motion to oppose legislation being <br />considered by the General Assembly which would require that <br />personal property tax on student cars be paid in the locality <br />where they permanently reside rather than in the locality <br />where they live while in school. Ms. Slaughter noted that <br />such legislation would have a negative impact on <br />Charlottesville. Mr. Toscano seconded the motion and Council <br />unanimously voted to oppose Such legislation. <br /> <br /> Mr. Vandever expressed hopes for an early end to the war <br />in the Persian Gulf and the. safe return of the troops. <br /> <br /> Rev. Edwards stated that the week of January 21st had <br />been declared Parents Against Substance Abuse ~eek,~ and he <br />encouraged parents to participate in scheduled activities. <br /> <br /> Mr. Hendrix stated that the Virginia Municipal League <br />had requested Council's support of a bill being considered by <br />the General Assembly which would suspend the standards of <br />quality for schools for one year because of budget problems. <br /> <br /> Ms. Slaughter stated that she would not support such <br />legislation as she did not think the areas mentioned were <br />things that the Council would want to cut back on. <br /> <br /> Ms. Waters stated that she would want to see more <br />specific information and would not support suspending the <br />standards of quality as a means to deal with the budget. <br /> <br /> <br />
