Edwards, Ms. Slaughter, Mr. <br />Toscano, Ms. Waters. Absent: Mr. Vandever. <br /> <br /> Dr. Joseph McGeehan, Superintendent of Schools, <br />presented his proposed budget for fiscal year 1991-92. Dr. <br />McGeehan stated that he anticipates a $593,444 increase from <br />the City, a State reduction of $828,866, and a $660,000 <br />increase in costs. Dr. McGeehan stated that if the County <br />approves less funding for the Charlottesville-Albemarle <br />Technical Education Center than the City Schools, then the <br />City's contribution would decrease accordingly and that <br />amount would be available for other use. Dr. McGeehan <br />reviewed the list of proposed reductions in staff. Dr. <br />McGeehan stated that even with the proposed reductions the <br />system will exceed State mandates. <br /> <br /> Ms. Slaughter expressed concern about the proposal to <br />privatize janitorial services, especially the effect on <br />future salaries of these employees. <br /> <br /> Ms. Waters expressed concern about the reduction <br />proposed in teacher incentives and Dr. McGeehan replied that <br />it was his intention to reduce the incentives for one year <br />only. <br /> <br /> Mr. Vandever noted that there has been an 187o teacher <br />increase and a 10% decline in student population. <br /> <br /> Responding to Mr. Vandever, Mr. Herb Cottrill, Assistant <br />Superintendent of Schools, stated that most of the increase <br />in teacher positions was due to special education requirements. <br /> <br /> <br />
