and carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $4,445 - DONATION FOR INDEPENDENT LIVING PROGRAM <br /> <br /> Mr. Hendrix explained that the appropriation was a <br /> donation which would continue a part-time position for the <br /> Independent Living Program in the Department of Social <br /> Services. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vasdever, <br />the $4,445 appropriation of a donation for the Independent <br />Living Program was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: AUTHORIZING GRANT APPLICATION FOR COURT SERVICES UNIT <br /> <br /> Mr. Hendrix explained that the Court Services Unit had <br />requested that the City apply for a grant on their behalf <br />and, if approved, the City would act only as fiscal agent for <br />administration of the grant. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />resolution authorizing the grant application for the Court <br />Services Unit was unanimously approved by Council <br /> <br />ORDINANCE: REAL ESTATE AND RENT RELIEF FOR ELDERLY AND HANDICAPPED <br />(2nd reading) <br /> <br /> The Ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 30-98 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO QUALIFICATIONS <br />FOR EXEMPTION OR DEFERRAL OF REAL ESTATE TAXES FOR ELDERLY <br />AND DISABLED PERSONS," which was offered at the February 4th <br />meeting, was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: <br />None. Absent: Ms. Waters. <br /> <br />ORDINANCE: WATER AND SEWER FUNDCHANGES <br /> <br /> Mr. Hendrix explained that the change would transfer the <br />cost, previously shared by the City, to the developer for <br />water and sewer line extensions into subdivisions. <br /> <br /> Responding to a question from Mr. Toscano about whether <br />such a provision could be waived should Council decide to <br />share the cost for a certain project, Mr. Gouldman stated <br />that a provision for such a waiver would need to be included <br />in the ordinance. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 31-114 AND 31-115 OF CHAPTER 31 OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br />EXTENSIONS OF WATER AND SEWER LINES AND THE COSTS THEREOF" <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: RIVANNA WATER AND SEWER AUTHORITY SEWER AMENDMENTS <br /> <br /> Mr. Hendrix explained that the sewer amendments were <br />a requirement of the Water Control Board. <br /> <br /> Ms. Slaughter requested that staff~provide information <br />on the kind and source of industrial waste in the City. <br /> <br /> Ms. Toscano requested that staff provide information on <br />low level nuclear waste of any kind which exists in the City. <br /> <br /> Mr. Vandever stated that it appeared that sections of <br />the previous ordinance were being weakened by the amendments. <br /> <br />Mr. Hendrix stated that he would have a representative <br /> <br /> <br />
