142 <br /> <br />of the Rivanna Water and Sewer Authority at the next meeting <br />to address Council's concerns. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 31-186 THROUGH 31-226, AND ADD NEW SECTIONS NUMBERED <br />31-227 AND 31-228, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, VIRGINIA, 1990, AS AMENDED, RELATING TO THE <br />SEWERAGE USER REGULATIONS OF THE RIVANNA WATER AND SEWER <br />AUTHORITY" was offered and carried over to the next meeting <br />for consideration. ~ <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> .Rev. Edwards stated that he had been struggling with the <br />issue of notifying affected homeowners of the propoSed zoning <br />changes and was considering reversing his previous vote on <br />the matter. <br /> <br /> Mr. Vandever stated that he continued to have concerns <br />about sending out individual notices, adding that the matter <br />has been under discussion for two years and he felt the <br />pressure on Council to send notices was a predictable <br />tactical defense from people who oppose the changes. <br /> <br /> Ms. Slaughter stated that she felt sending notices Would <br />provide CounCil with different points of view. <br /> <br /> Mr. Vandever stated that he felt it~ could be argued that <br />areas not in the proposed areas could also be impacted by the <br />changes. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />noted that proposed text changes in the ordinance will impact <br />people who cannot be identified and recommended that if <br />notices are sent that they be sent to all property owners in <br />the City. <br /> <br /> Mr. Gouldman recommended that if notices are sent to <br />persons potentially affected by the doWnzoning proposal, then <br />notices should be sent to those properties in the proposed <br />overlay zones. <br /> <br /> Rev. Edwards stated that his previous vote against <br />sending notices would stand. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, <br />Council voted to meet in executive session to discuss a <br />personnel matter as exempted by Section 2.1-344(a)(1) of the <br />Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by Mr. <br />Toscano, seconded by Mr. Vandever, unanimously certified, <br />with Ms. Waters absent, that, to the best of each member's <br />knowledge, (i) only public business matters lawfully exempted <br />from open meeting requirements by Virginia law were discussed <br />in the executive meeting to. which this certification <br />resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the <br />executive meeting were heard, discussed or considered by the <br />Council. <br /> <br /> <br /> rned <br /> <br />Presidents <br /> <br /> <br />
