149 <br /> <br /> Responding to a question from Ms. Slaughter, Mr. <br />Campagna stated that if the University does not alter their <br />system to allow Enhanced 911, then their payment toward the <br />911 Center will continue as it is now. <br /> <br /> Mr. Vandever stated that he is not prepared to vote on <br />the matter without more information and without an <br />opportunity for a public hearing. <br /> <br /> Ms. Slaughter stated that she would favor a public <br />comment period. <br /> <br /> Mr. Vandever stated that he would like to hear more <br />about the extent of the problem with disconnects, in <br />particular, of those times when a trace is run, when the <br />delay had serious consequences. Mr. Vandever noted that <br />Enhanced 911 would give the Center the responsibility to <br />follow up on disconnected calls. <br /> <br /> Mr. Campagna estimated that Enhanced 911 would increase <br />the Ce~ter~s~workload.?by~.10 to 15%. <br /> <br /> Ms. Waters questioned whether there was an alternative <br />way to pay for the service and stated that her preference <br />would be to have a public hearing. <br /> <br /> Mr. Gouldman noted that Albemarle County plans to have <br />the system in place by April 1st, and plans had been for the <br />City to begin May 1st. <br /> <br /> It was the consensus of Council to defer action on <br />Enhanced 911. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that the General Assembly had <br />adopted legislation which would give localities the option of <br />special assessments to address drainage problems. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Gouldman <br />stated that he was pleased with the proposals submitted by <br />consultants to advise the City on cable franchise <br />negotiations and a choice would be made soon. <br /> <br /> Mr. Hendrix stated that he had received a request <br />through the Virginia Municipal League for Charlottesville and <br />Blacksburg to ~become sister cities to deal with issues~ <br />similar to both localities. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, <br />Council unanimously authorized Mr. Hendrix to send a letter <br />supporting in support of working with Blacksburg as a sister <br />city. <br /> <br /> On motion by Ms. Waters/ seconded by Ms. Slaughter, <br />Council unanimously voted to meet in executive session to <br />discuss acquisition, disposition and use of public property <br />as exempted by Section 2.1-344(a)(2) of the Virginia Freedom <br />of Information Act, and more specifically described as the <br />CSX property. <br /> <br /> Council reconvened in open session and, on motion by Mr. <br />Toscano, seconded by Ms. Slaughter, unanimously certified <br />that~ to the best of each member's knowledge, (i) only public <br />busineSs matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br /> <br /> <br />
